Description
Army Contracting Command – Rock Island (ACC-RI) has a requirement to award a Sole-Source, Firm-Fixed Price Blanket Purchase Agreement (BPA) containing a base year plus two ordering period years for Pine Bluff Arsenal (PBA) to utilize the Jefferson County Landfill (operated by Waste Management of Arkansas, Inc) for the disposal of non-hazardous, solid industrial waste.
The three Ordering Periods are outlined below:
- Ordering Period 1: Award Date – 365 Days
- Ordering Period 2: Day 366 – Day 730
- Ordering Period 3: Day 731 – Day 1,095
ACC-RI intends to issue a Request for Quote (RFQ) directly to the sole source provider. However, in accordance with FAR 5.207(c)(16)(ii) all responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency.
All potential vendors capable of meeting this requirement must be located within 100 miles of PBA (postal address: 10020 Kabrich Circle, Pine Bluff, Arkansas, 71602-9500).
PBA will deliver the waste in fully enclosed long or extra-long containers owned by PBA with government (PBA owned) vehicles and drivers (PBA personnel). Fees are to be applied per load in the manner the landfill normally charges. PBA also requests an account to be invoiced bi-weekly for payment of tipping fees for the disposal of waste. PBA will pay via Government Purchase Card (GPC). Contractor shall be available on-site during normal business hours of the landfill. Contractor shall weigh each load before and after dumping, using certified scales. Contractor shall provide, to the PBA driver, the location for the waste disposal along with a load invoice for each load. The load invoice shall contain information on the following: weight, date, ticket number, and all rates/charges. Contractor shall follow all state and local laws and regulations pertaining to waste disposal, including but not limited to, Arkansas Department of Environmental Quality (ADEQ), Resource Conservation and Recovery Act (RCRA), and retain a current Solid Waste License.
Landfill must accept waste in accordance with Army Regulation (AR) 420-1 and Technical Manual (TM) 5-634.
