Project: Ochoco NF 2026 Spring and Fall Tree Planting and Seedling Protection
The North American Industry Classification Standard (NAICS) code is 115310 – Support Activities for Forestry and the Small Business Size Standard is $11.5 million.
This acquisition is a Total Small Business Set-aside. All responsible sources may submit a quotation which shall be considered by the Agency.
This solicitation incorporates Provisions and clauses by reference. The full text of Provisions and clauses may be accessed electronically at www.acquisition.gov.
Award Type: It is anticipated that a Firm Fixed Price Purchase Order will be awarded as a result of this synopsis/solicitation.
The Government intends to make one award from this solicitation. Therefore, to be considered responsive, contractors must submit pricing for all items.
Statement of Requirement : The Contractor shall furnish all supplies, equipment, tools, labor, supervision, transportation, and incidentals to perform all work specified herein, except for items designated as Government-Furnished Equipment (GFE) or Government-Furnished Property (GFP). The Contractor shall be responsible for transportation of all GFP from storage locations to work sites. Additionally, provide containers to transport water, containers to place water into dip bareroot seedlings, and a refrigerated truck or trailer (see specifications in Statement of Work).
The purpose of this project is to provide services for planting and seedling protection of conifers and riparian hardwoods/native vegetation during the spring and fall of 2026 in multiple project areas on the Ochoco National Forest. Conifer planting and seedling protection(s) will be performed on the Paulina Ranger District and Lookout Mountain Ranger Districts in multiple fire areas that burned in 2024 including the Crazy Creek, Rail Ridge, Wiley Flat Fires. Additionally, one project area, the Lake Project Area, was part of a recent sanitation harvest and hazard tree mitigation next to Walton Lake, a popular recreation site and developed campground. Approximately 500,000 seedlings will be planted in Spring 2026. Approximately 95% of conifer stock is ponderosa pine, with 5% western larch. Multiple stock types will be planted in this contract including 1-0 bareroot, 2-0 bareroot, and containerized seedlings. The native riparian hardwoods includes multiple native species.
In addition to planting conifers and riparian hardwood material; the installation of seedling protection(s) on conifers is included as multiple optional bid items. Seedling protection(s) are to be installed on trees planted in this contract and will be provided to contractor as Government Furnished Property (GFP). Seedling protection(s) may include shade wickets, flex netting, and rigid mesh tubing.
Multiple planting crews and breaks in contract performance may be required in this contract to meet all requirements for seeding protection and acceptable planting conditions

Any combination of Optional Items may be awarded based on funding availability in single or multiple unit configurations. If funds are available, some Option Item(s) will be ordered at time of award such as shade and seedling protection and riparian restoration. Fall planting is expected to be awarded in a separate modification following successful spring operations. Offeror agrees to hold its offer firm through September 30, 2026.

A Yale key to access closed areas may be requested from the office listed above. Note: Approximately 75% of project is accessible without a key. Each fire will have some areas with locked access.
The Wiley Flat Fire project area is in the Maury Mountains. From the city of Prineville drive on Highway 380 towards Paulina. The area is located south and southeast of Post, Oregon accessed via OR-380 East to FS Road 16 East. Access to conifer project area can occur from both 17 Forest Roads and Forest Road 16 (East). While access through the forest from Forest Road 16 (West) may be possible, the Government will not guarantee access to the conifer location via this route.
The Crazy Creek Fire project area is located east of Prineville, following Hwy 26. Turn right onto US-26 E/NE 3rd St and turn east onto Ochoco Creek Rd, the road transitions into the 4200. Continue onto Canyon Creek Rd/NF-42. Turn left onto Big Springs Rd/NF-4270 and take a slight right onto S Little Summit Rd/NF-500.
The Rail Ridge Fire project area is located east of Paulina Oregon, following OR-380 turn north on Beaver Creek Rd, from there turn east on to Puett Rd, lastly turn northeast on to FS-5800 until project area is reached.

Licensing: US Forest Service Region 6 requires the Contractor have the necessary licensing and certificates for Labor Intensive Service Contract (LISC) work. Offerors shall submit copies of their US Dept. of Labor MSPA Certificate of Registration, their Oregon BOLI license, and Temporary Employment Certificate if using H2B workers (if applicable), along with their quote to be considered for award. Include the same documentation for Subcontractors.
