This is a combined synopsis/solicitation for commercial services, issued in accordance with Revolutionary FAR Overhaul (RFO) Part 12.201-1 – Simplified Procedures. This announcement serves as the only solicitation. Please read this notice in its entirety and follow all submission instructions carefully. The NAICS Code is 721110, Hotels (Not Casino) and Motels, and the small business size standard is $40.0M. The PSC is X1AB - Lease/Rental of Conference Space and Facilities. This is a total small business set-aside.
The National Assessment Governing Board (hereafter Governing Board, or NAGB) has a requirement to provide lodging and meeting services for its May 2026 Quarterly Board meeting. The Governing Board is an independent, bipartisan board that sets policy for the National Assessment of Educational Progress (NAEP), commonly known as “The Nation’s Report Card”. The Governing Board convenes four times per year to carry out its legislatively mandated responsibilities. This RFQ covers ONLY the May 2026 convening.
Clarification Questions
Please read the notice and all attachments prior to submitting questions. NAGB will accept clarification questions via email only until 12:00 pm ET Tuesday, February 17, 2026. After this date, the Governing Board shall not guarantee a response to questions. All questions received and responses to questions shall be provided as an amendment to the RFQ. Oral explanations or instructions given by the Government before the award of the contract shall not be binding.
