DISCLAIMER: The pre-solicitation notice requirements of FAR Subpart 5.101 do not apply to this solicitation for commercial requirements. Instead of utilizing the combined solicitation/synopsis as permitted by FAR Subparts 5.203 and 12.202, the Agency is electing to issue this special notice prior to solicitation release.

This is a notice only; no proposals are being requested or accepted during the pre-solicitation period. The Government anticipates issuing the formal solicitation under 68HERL26R0005 between 21 - 45 calendar days after the issuance of this notice. Interested parties should monitor SAM.gov for the release of the solicitation, any amendments thereto, and/or schedule updates.

(4) DESCRIPTION / PURPOSE:

The attached Superfund Analytical Methods (SFAM) Statement of Work (SOW) is for the reprocurement of the Contract Laboratory Program’s (CLP) Inorganic and Organic analytical services. In response to industry feedback on the prior notices issued under 68HERH25R0010 for this requirement, the SOW was refined and updated. The SFAM02.1 SOW highlights the use of approved EPA methods, offering method flexibility while preserving CLP’s essential performance and quality standards. Other key updates include simplified electronic reporting options and longer delivery turnaround times. Overall, the SFAM02.1 SOW emphasizes results by enabling commercial environmental laboratories to use validated methods and deliver analytical services of known and documented quality to the Superfund Program.

BACKGROUND

The purpose of this analytical service is to provide analytical data for use by the U.S. Environmental Protection Agency (EPA), in support of the investigation and clean-up activities under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) and the Superfund Amendments and Reauthorization Act of 1986 (SARA).

This Statement of Work (SOW) provides a contractual framework for laboratories to perform analytical services. This framework applies EPA Contract Laboratory Program (CLP) analytical methods for isolation, detection, and quantitative measurement of target analytes in aqueous/water, soil/sediment, and waste matrices (see Exhibit C – Target Analyte List and Contract Required Quantitation Limits for a complete list of target analytes and Exhibits D for the analytical methods). The analytical service contract provides the methods to be used and the specific contractual requirements by which the EPA will evaluate the data.

The official Statement of Work (SOW) will be posted on the EPA CLP website (www.epa.gov/clp), and the final version will be attached to the solicitation upon issuance.

All responsible sources may submit a proposal in response to the forthcoming solicitation, which will be considered by the agency.

(d) TIMING OF SOLICITATION RELEASE: EPA anticipates releasing the solicitation under 68HERL26R0005 between 21 - 45 calendar days after issuance of this notice.
