Description
Request for Proposal (RFP) for Construction Manager as Constructor (CMc) Services for a new Land Port of Entry (LPOE) at Coburn Gore, ME (Franklin County). The estimated price range for this requirement is between $125,000,000 and $135,000,000, inclusive of options.
Offerors are responsible for obtaining the RFP and all related documents. It is also the offeror’s responsibility to monitor the site for any solicitation amendments and any other related information.
Note. Pre-registration to attend the Pre-Proposal Conference and Site Visit on 10/21/2025 is required. The Conference and Site Visit shall be limited to no more than four (4) representatives from each Offeror. Offerors shall submit a completed “CBP Short Term Contractor Information Sheet” (Solicitation Document 13) to the Contracting Officer identifying all attendees from their respective team at least 3 calendar days prior to the Conference and Site Visit.
Participants must have a valid, Government issued picture identification, driver’s license preferred, to gain access to the Conference and Site Visit. Notification of the location of entry, where attendees are required to meet, and all other requirements for the Site Visit will be issued to the Offerors. To request reasonable accommodation due to a disability, contact the Contracting Officer.

Before being allowed to download this information, Offerors must first submit a completed copy of Solicitation Document 12, CBP Non-Disclosure Agreement Form to the Contracting Officer.
