Description
DRAFT RFQ. Yellow Ribbon Conference Support Services. Delaware Army National Guard (DE ARNG), 12 May 2026. DE ARNG is releasing a DRAFT request for quotations (RFQ) and supporting attachments solely to obtain industry feedback prior to issuing a final RFQ under Simplified Acquisition Procedures. This is not a request for quotes, proposals, or offers; no award will be made from this notice. Participation is voluntary and at no cost to the Government. We are asking industry: (1) Are the salient characteristics, performance metrics, deliverables, and acceptance criteria in the performance work statement and in the draft RFQ clear, measurable, and commercially common? (2) Are instructions to vendors sufficient to support a comparative trade-off evaluation? (3) Any clauses that could impede competition or commercial practice? (4) Any cost drivers, performance risks, or barriers to competition the Government should address. Submit feedback via email to Joseph.Scarpa6.CIV@army.mil. Any official RFQ will be publicized on SAM.gov via the PIEE Solicitation Module on or about 30 Mar 2026.
