Description

This is a solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12. Acquisition of Commercial Products and Services with elements of FAR Part 15, Contracting by Negotiation and FAR 16 – Types of Contracts, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. The commercial products are Original Equipment Manufactured ((OEM) by Defense Maritime Solutions/Wartsila. Contractors other then the OEM that interested in submitting a proposal must provide in their proposal a signed and certified agreement with the OEM authorizing distribution of the required supplies. Failure to do so will exclude any offerors proposal from award consideration. 
It is the Government’s intention to solicit this Requirements type contract with Firm-Fixed Price Delivery Orders. Reference all attachments applicable to this solicitation. 

Critical milestone dates as follows:

Amendment 0001 dated 18DEC2025 changes the request for additional information by date to 29DEC2025 11:00 EST

Amendment 0002 dated 29DEC2025 changes the request for additional information by date to 22JAN2026 11:00 EST and the Solicitation close date is changed to 11FEB2026 11:00 EST. 

Amendment 0003 dated 08JAN2026 follows up a request for information: 1.) There is significant discomfort at multiple levels with providing five-year pricing due to the inherent risk with current and future volatility and fluctuations in cost. We request that the USCG entertain a two-year agreement. Response: The USCG will accept a three (3) year Firm-Fixed Price aggreement leading from this solicitation.
