Description:
1. ACTION:
This is a notice of intent to award a sole-source, firm-fixed-price contract to the Homestead Training Center (HTC), located in Homestead, FL. This notice is posted for informational purposes only in accordance with Federal Acquisition Regulation (FAR) 5.207.
2. AUTHORITY:
The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
3. DESCRIPTION OF REQUIREMENT:
Special Operations Command South (SOCSOUTH) has a requirement for access to and use of a private, outdoor, long-distance small arms firing range to meet mandatory training and readiness standards. The salient characteristics required of the facility are as follows:
- (a) Facility Type: Must be an outdoor facility to accommodate the ballistics of military-grade weapons and the nature of advanced tactical training.
- (b) Proximity: Must be located within a ten (10) mile radius and a thirty (30) minute drive time from SOCSOUTH Headquarters, 9401 SW 125th Ave., Bldg. 600, Homestead, FL 33039.
- (c) Range Distance: Must provide a firing line capable of engagement out to a minimum of 500 meters to support the zeroing and qualification of precision rifle systems.
- (d) Weapon Compatibility: Must support qualifications with the M4 Carbine, M9 Pistol, 7.62mm rifles, and other small arms weapon systems organic to a special operations unit.
- (e) Privacy and Security: Must be closed to the public or provide exclusive-use tactical bays that ensure complete privacy and operational security, protecting military tactics, techniques, and procedures (TTPs) from public view.
4. RATIONALE FOR SOLE SOURCE:
Market research has determined that the Homestead Training Center is the only facility within the defined geographical area that can meet all of the Government's minimum essential requirements. Specifically, HTC operates the only known 500-meter outdoor range within the mandatory 10-mile transit boundary of SOCSOUTH Headquarters. The unique and non-negotiable combination of range distance and proximity makes competition impracticable.
5. SUBMISSION OF INFORMATION:
This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Interested parties must provide clear and convincing evidence that they can meet all of the Government's requirements as stated above. All capability statements must be submitted to the contract specialist/officer listed above by the response date. No telephone inquiries will be accepted.
