Description

INTRODUCTION: The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20 anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price Construction Contract for Project Number 663A4-23-201 Replace 40 Ton Condenser Bldg 200 for the Puget Sound HCS American Lake VA Medical Center 9600 Veterans Dr. SW, Joint Base Lewis-McChord, WA 98493. DESCRIPTION: The Contractor shall provide all labor, material, and equipment for demolition, removal, and new construction in the vicinity of Building 200 to provide the removal and replacement of the building 200 rooftop mounted 40 Ton Refrigerant Condenser and all associated apparatus and infrastructure. The latter is consistent with condensate piping, refrigerant line-sets, refrigerant evaporators, and the exterior walk-in freezer for which details are provided in the attached Drawings and Specs. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Small Business (SBA) Set-Aside. All responsible sources may submit a quotation, bid, or proposal as appropriate, which will be considered by the agency. Proposals received from other than SDVOSB concerns will not be considered. The applicable NAICS Code is 238220 with a size standard of $19 Million. The solicitation is expected to be issued in Fiscal Year 2026. The period of performance is approximately 249-Calendar Days from the issuance of the Notice to Proceed. The Magnitude of Construction is expected to be between $2,000,000 and $5,000,000. This notice is not a request for competitive offers. All questions must be submitted in writing to the issuing office via email to ty.draszt@va.gov by December 31, 2025 at 1:00 PM Pacific Time. Telephone calls and fax will not be accepted.
