THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO TOWN OF LANCASTER (NY) FOR THE RENTAL OF A SECURE INDOOR FIRING RANGE FACILITY.
The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement & Removal Operations (ERO), intends to award a firm-fixed price purchase order on a sole source basis to Town of Lancaster, NY (SAM UEI Number W3HVB3149KQ9, CAGE Code 4SC34) (Address: Town of Lancaster, 21 Central Avenue, Suite 5, Lancaster, NY 14086-2128) for the rental of its secure indoor firing range facility operated by the Lancaster Police Department (LPD), located at 525 Pavement Road, Lancaster , NY. The LPD indoor firing range facility is located in a secure location, on property owned by the Town of Lancaster. The facility is located behind a fence that encompasses the property, and there is on-duty law enforcement (LPD) stationed on-site. As such, the property on which the LPD indoor gun range facility is located provides a secure environment that ensures the OPSEC of ICE officers, both while accessing the LPD indoor firing range facility and while onsite at the facility. Rental of a secure, indoor firing range facility is required to provide for approximately 120 ICE law enforcement officers currently stationed at the ICE/ERO/Buffalo Field Office and the Buffalo Federal Detention Facility located in Batavia, NY with the ability to meet quarterly firearms training requirements, primarily for the January to March quarter, when local (i.e., metropolitan Buffalo, NY) weather is regularly inclement and does not permit the use of outdoor firing range facilities.
There is only one responsible source and no other supplies or services will satisfy agency requirements as the rental of the indoor firing range facility described in the preceding paragraph is only available from the Town of Lancaster, and no other vendor offers those services. These services will be acquired through the use of FAR Part 12 procedures. Market Research conducted by OAQ and ERO determined there were no other providers of indoor firing range facilities with the level of security sufficient to meet agency requirements to ensure the OPSEC of ICE officers.
OAQ and ERO have completed extensive research and used previous experience to try to identify other sources for the need. Based on the market research, there were no other sources available to provide the rental of an indoor firing range meeting the agency’s security requirements.
This notice of intent is NOT a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability to fulfill this requirement by responding to this Notice of Intent no later than 9:00 AM Eastern Standard Time on February 13, 2026 by email to Andrew.Hadden@ice.dhs.gov; no telephone communications will be entertained. The subject line in the email shall state “Response to Notice of Intent – Rental of Indoor Firing Range Facility Lancaster NY.” All information submitted should support the offeror’s capability to provide the supplies and services required and shall be furnished at no cost to the Government. The Government reserves the right to cancel the sole source award. The anticipated primary North American Classification Systems (NAICS) code is 713990 – All Other Amusement and Recreation Industries.
