Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12 that includes the following Deviation(s): (1) This solicitation uses and requires completion of the SF 1449 with the proposal as part of offeror responsive determination.  This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued.  All contractors interested in responding to this solicitation must have an Active Registration in SAM.gov with a current UEI number at the time of offer/quote submittal.

(3) Project Title/Subject. LPF USFS Rincon Station - Santa Barbara RD Emergency (ER) Sycamore Hazardous Tree Removal

(4) Description. The United States Forest Service (USFS) Los Padres National Forest (LPF) requires contracted support for an arborist certified assessment report and removal of a dying sycamore tree that has been deemed a threat to federal employee life, health and safety, located behind employee quarters near the USFS Rincon Station in the Santa Barbara Ranger District (RD).

(5) North American Industry Classification Standard (NAICS) Code. 561730, Landscaping Services  The small business size standard is $9.5 

(6) Product or Service Code (PSC). F014, Natural Resource/Conservation – Tree Thinning

(7) Place of Contract Performance. The tree is located near the USFS Rincon Station in the Santa Barbera Ranger District of the Los Padres National Forest in Carpinteria, CA. Santa Barbara County.  Reference the contract terms and maps for more information.

(8) Solicitation Number.  127EAT26Q0023 is issued as a Request for Quotation (RFQ).

(9) Line-Item Number. 4-line items are anticipated.  See the schedule of items in attachments.

(10) Set-aside Status. This acquisition  is set-aside for small business concerns.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.

(11) Closing Response Date. 01/28/2026 no later than 2359 PT. Offer submissions must include the solicitation number in the subject of the email(s) and contractor’s name. (e.g. Offer, 127EAS25Q0001, ABC Company). The interested Contractor is responsible for verifying receipt of proposal by the Contracting Officer. 

(12) Cutoff for Questions. 01/28/2026 no later than 1100 PT. Questions must be submitted via email to klenise.wallace@usda.gov and bradley.king@usda.gov to prevent response delays.  All inquiries must include the solicitation number (Item 8 herein) in the subject of the email. (13) Site Visit. The Forest Service will not offer a site visit given the emergent situation. Photos and maps are provided.
