The United States Department of Agriculture (USDA), Forest Service, Region 3, Procurement and Property Services (PPS), intends to issue a Request for Proposals (RFP) for a firm‑fixed‑price Design‑Build construction contract for trail hardening and associated drainage and structure improvements on the Lake Loop Section of the Multi‑Use Trail (MUT), Sam Houston National Forest, Texas, Region 8.
The anticipated requirement will be issued under RFP Number 127EAV26R0009. The RFP is expected to be posted to Contract Opportunities at https://www.sam.gov/, in February 2026 (third or fourth week).
This acquisition is a Design‑Build construction procurement conducted in accordance with FAR Part 36 using competitive negotiation procedures under FAR Part 15. The Government intends to award a single firm‑fixed‑price Design‑Build contract.
The successful Offeror shall provide all labor, materials, equipment, supplies, supervision, and construction necessary to complete the project in accordance with the Statement of Work. Architect‑Engineer services, if required, are incidental to construction and are not being procured under the Brooks Act (40 U.S.C. Chapter 11).
This procurement is set aside 100 percent for Small Business concerns. The applicable NAICS code is 237990 – Other Heavy and Civil Engineering Construction.
