Description
The 910th Airlift Wing (AFRC) at Youngstown Air Reserve Station has a requirement for the procurement and installation of Universal Weapons Racks. The designated contractor shall furnish all necessary labor, equipment, tools, appliances, transportation, and materials required to install racks sufficient to house one thousand and eighty (1,080) M4 rifles and four hundred and twenty (420) M18 pistols. In accordance with federal guidelines, sustainable principles, including life-cycle cost-effectiveness practices, shall be integrated into the design, development, and installation of the project.
This acquisition is a 100% Small Business Set-Aside, and a single Firm-Fixed Price award is anticipated. To be eligible for award, the offeror must be certified as a small business under the North American Industry Classification System (NAICS) code 423440, which has a corresponding size standard of under 100 employees. The work will be performed at the project site located at the 910th Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna, OH 44473-5931.
The official solicitation, (FA665626R0002) including all drawings and specifications, is estimated to be available for download on or about February 20, 2026, exclusively through the System for Award Management (SAM) website at https://sam.gov; paper copies will not be provided. It is the responsibility of interested parties to frequently review the SAM.gov posting for any updates, changes, or amendments. The closing date for the submission of offers is estimated to be on or about March 24, 2026, at 10:30 AM EDT, with the definitive deadline to be specified in the solicitation package. To be eligible for award, prime contractors must be registered and active in the SAM database for the specified NAICS code and must have completed the Online Representations and Certifications Application. Failure to meet these requirements at the time of bid opening may result in disqualification or a non-responsive determination.
A site visit for potential prime contractors, subcontractors, and suppliers is anticipated to be held on or about March 4, 2026. Interested parties are encouraged to identify themselves by registering on the Interested Vendors List (IVL) found on the sam.gov website for this solicitation.
