Section A – Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation number for this requirement is 75D301-26-Q-78814 and is hereby issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-06 dated August 27, 2025.
The associated North American Industrial Classification System (NAICS) code for this requirement is 561110 – Office Administrative Services. The size standard is $12.5 Million. The Product Service Code (PSC) is R699 Support-Administrative: Other.
This is an RFQ to procure Support Services for the Division of Field Studies (DFSE) and the National Institute for Occupational Safety and Health (NIOSH) Industry and Occupation Coding System. The Government intends to award a single Firm Fixed Price purchase order as a result of this solicitation, which will include the terms and conditions set forth herein. This requirement is issued as a total set-aside for Small Business concerns under the Service‑Disabled Veteran‑Owned Small Business (SDVOSB) category, in accordance with FAR 19.1405 and FAR 52.219‑27.
The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212-2, Evaluation-Commercial Items, is not included.
Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer or indicate if it is available online at SAM.gov. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition; there are no addenda to the clause. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the additional FAR clauses cited in the clause that are applicable have been noted.
Offerors shall acknowledge compliance with the Service Contract Labor Standards by confirming that all service employees will be compensated in accordance with the attached Wage Determination and applicable FAR clauses. Offerors shall identify any conformance requests for labor categories not listed in the WD using SF-1444 within 30 days of contract award.
There are no additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices.
