Project: Construct the High Explosive, Synthesis, Formulation, and Production (HESFP) facility. Facility is approximately 98,500 gross square feet (SF). and consisting of five structures to replace aging facilities. The new facilities will meet current codes, standards and program needs at the Pantex Plant in Amarillo, Texas.
Introduction:
PanTexas Deterrence , LLC, (PXD) is seeking interested vendors to contract for the construction of a new HESFP facility at the Pantex Plant in Amarillo, TX. Pantex is a restricted access sites. Unannounced / unsolicited visitation to the sites is not allowed. It is not envisioned that a site visit nor site access should be required for the purposes of response to this Expression of Interest solicitation.
PXD requires that the Subcontractor shall furnish the parts, labor, equipment, supplies, materials, documentation, inspection, spare parts, personal protective equipment, and management required for the new HESFP facility.
Background:
The Pantex Plant (Pantex) is a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) owned, Contractor-operated facility, managed by PanTeXas Deterrence (PXD) and is located in Carson County, approximately 17 miles northeast of Amarillo, Texas. Pantex is the nation’s primary facility for the final assembly, dismantlement, and maintenance of nuclear weapons.
As part of the High Explosive (HE) Center of Excellence within NNSA, the Pantex Plant develops and sustains high-quality scientific, technical, and engineering capabilities for HE and other materials. The new High Explosive, Synthesis, Formulation, and Production (HESFP) facility will provide NNSA with a modern and appropriately scaled facility to ensure the viability and capacity to produce high explosive material.
General Scope Description:
The HESFP Site Preparation Project scope of work is to prepare the site for construction of the main facilities as indicated on the design drawings and in the specifications and includes:
- Utility demolition
- Potential clearing and grubbing
- Minor earthwork
- Permanent and temporary security fence installation
- Utility work
- As part of the utility work, the Seller will connect the following utilities from the existing Pantex site locations to the demarcation points indicated on the design drawings:
- Domestic Water
- Sanitary Sewer
- Steam
- Natural Gas
- Site Electric – Raceways/duct banks/conduits
- Site Communications - Raceways/duct banks/conduits
- Utility extensions beyond the demarcation point for each utility will be completed in the Main Facility Construction package.
- Delivery, installation, and utility connection to separate M&O and NNSA temporary field office trailers.
- As part of the utility work, the Seller will connect the following utilities from the existing Pantex site locations to the demarcation points indicated on the design drawings:
The HESFP Main Facility Construction Project scope of work is to construct the main facilities as indicated on the design drawings and in the specifications and includes:
- Main Building – 77,000 SF. Consisting of 14 production bays, three inert staging bays, related equipment rooms, and administrative area. Main building mechanical equipment house in a penthouse
- Ramp Building – 3,800 gross SF. classified as a pedestrian walkway (IBC).
- Staging and Packaging Building – 13,200 gross SF. consisting of four service magazines (Class III operations), one packaging magazine (Class II operation), delivery area, and forklift charging area.
- Blending – 3,200 gross SF. (building directed to be Class I but operations are Class II).
- Chemical Storage Building – 1,300 SF. Provides for chemical storage in totes/drums and for performing PH adjustment process.
Project scope includes clearing and grubbing, earthwork, siting of building locations, site access roads, K4 vehicle crash gate barrier, parking lots, pedestrian access and maneuverability, security fence and vehicle cable barrier, utilities from the demarcation points, stormwater management, and limited demolition. Utilities beyond the demarcation points will be completed during the site preparation activities. Work on the project may require NQA-1 capabilities and work to be performed by a contractor on the Pantex QASL.
In addition to usual construction described within the project drawings and specifications, the project will also require expertise in the following specialized areas:
- DOE 413 project experience
- Process Engineering
- Process Equipment Purchasing and Installation
- Commissioning
- Mechanical/Building Control System Integration
- Self – Consolidate Concrete Construction
It is intended that the selected entity will organize and perform integrated planning and development meetings to gather the necessary inputs to develop a master plan and implementation plans that will best encompass the requirements of all users and stakeholders and best match the projected phased funding allocations.
PXD’s intent is to use information obtained from this Expression of Interest solicitation to develop a Request for Proposal that will encompass the above services.
Interested parties should respond to this Expression of Interest request, providing general qualifications to perform these services with specific attention to using interactive electronic procedures in a production facility. Include reference to any licenses and/or certifications held by your company and/or employees related to these areas as well as years’ experience for your company and/or employees in these areas. Include reference to and brief description of at least two successfully completed project that encompass the above scope or multiple projects that encompass the above scope should your company not have completed a single project containing all the above elements. This is not a Request for Proposal and responses should be brief.
Although PXD prefers to engage a single entity capable of performing all services required for all phases of the project, teaming or subcontracting arrangements will be considered as long as there is a single point of responsibility (single entity) for the project to which PXD can engage. An elaborate company portfolio or qualifications package is not warranted nor expected as a response to this Expression of Interest solicitation. However, documentation of your firm’s typical stages of delivery with example figures or tables showing or describing the types and format of typical deliverables for this type of project is essential. A business letter format consisting of a few pages expressing your entity’s interest, outlining the above requested information, and containing attachments such as a company brochure or brochures covering these areas of interest will suffice.
