The U.S. Army Corps of Engineers, Pittsburgh District, is carrying out a project to install and upgrade the existing storm sewer system, along with relocating existing water, sewer and gas lines, in the City of McMechen.The major feature of the Project generally involves the following: a. Demolition and Relocation of existing water, sewer and gas lines. b. Installation of new corrugated storm line with WVDOH Wingwall and Culverts. c. Installation of a new HDPE sewer line with precast Manhole. d. Reconnection of all existing utilities and service lines to existing sewer, water and gas customers.The work is to be performed entirely on property of the City of McMechen. Project physical construction is proposed to take place in the period between Spring 2026 and Fall 2026. This would allow the Contractor to perform all necessary work. Disposal of construction waste material will be disposed of at a landfill.The NAICS Code is 237110 – Water and Sewer Line and Related Structures Construction, and the Small Business Size Standard is $45,000,000.00.This procurement is 100% Small Business Set Aside.Any resultant award will be for one (1) Firm-Fixed Price (FFP) Contract. All responsible Bidders are encouraged to submit a Bid. The Invitation for Bids (IFB) will be issued on, or about, 20 March 2026, via the Procurement Integrated Enterprise Environment (PIEE), which posts the opportunity to SAM.gov. The Period of Performance (POP) is 365 Calendar Days after written Notice to Proceed (NTP).In accordance with DFARS 252.204-7020, all contractors are required to have a current (i.e., not more than three years old) NIST SP 800-171 DoD Assessment on record in the Supplier Performance Risk System (SPRS) to be considered for award. You are required to conduct, at a minimum, a Basic Assessment of your compliance with the 110 security controls outlined in NIST SP 800-171 and submit your summary level score to SPRS located in the Procurement Integrated Enterprise Environment (PIEE).
