standard Proposal Form and Non-Collusion Affidavit are attached to the specification and bid documents, copies of which will be furnished on application to the Purchasing Agent.The owner reserves the right to reject any or all Bids, or to waive any Bid Defect where such effect is not determined to the best interest of the Township of West Orange and fairness of the bidding process. The right is also reserved to increase quantities specified in the manner designated in the Contract documents. Contractors and Sub-contractors are required to be registered by the New Jersey Department of Labor at the time Bids will be received by the Project Owner pursuant to the Public Works Contractor Registration Act (P.L. 2003, c.91, N.J.S.A. 34:11-56-51). Effective September 1, 2004, Contractors and Sub-Contractors are also required to be registered by the New Jersey Department of Treasury, Division of Revenue at the time Bids will be received by the Project owner to the Business Registration Act (P.L. 2004, c.57, N.J.S.A. 52-32-44). The contractor and their sub-contractor(s) shall provide the above certificates with the bid being submitted. Bidders are required to comply with the requirements of P.L. 1975, C. 127, and N.J.A.C. 17:27 &N.J.S.A. 10:5-31 et seq., (Affirmative Action), and P.L. 1977, C.33 (Disclosure Statement).As of March 1, 2026, pursuant to the provisions of P.L. 2025, c.72, all Township of West Orange current legal notices will be published on the Township’s official website for at least one week, or other time period as required by law, before transferring the publication to the Legal Notice Archive.
