PROGRAM ACQUISITION EXECUTIVE (PAE) FIRES; PROJECT MANAGER HOWITZER SYSTEMS (PM HS)

2. SUBJECT:
Second draft release of Other Transaction Agreement Documents for Mobile Tactical Cannon (MTC)

3. DESCRIPTION AND BACKGROUND:

The United States (US) Army remains committed to modernizing its field artillery formations through the acquisition of mature and available 155mm, self-propelled howitzer systems. Through 2025, the US Army re-evaluated its objectives for modernization and adjusted those objectives to best support the Army Transformation Initiative (ATI). Comprehensive analysis has confirmed the importance of 155mm self-propelled artillery to the Army. In the interest of supporting the Secretary of Army’s vision of transformation; PM HS intends to release a Request for Prototype Proposal (RPP) in the Second Quarter of Fiscal Year 2026 for the US Army’s self-propelled howitzer solution to replace the towed M777 howitzers, focused initially within the Stryker Brigade Combat Teams, followed by the Mobile and Infantry Brigade Combat Teams. The Government intends to award one contract to a single vendor via competitive technical evaluation.   

As part of the US Army’s efforts to accelerate acquisition, this special notice includes a draft of the OTA documentation. This draft release is intended to afford industry as much time as possible to prepare their proposals. The US Army intends to minimize proposal time because this draft has been provided in advance.

4. RESPONSES:

PM HS is requesting industry feedback on the draft OTA documentation. Some questions or comments are embedded in the document as “Draft Release Notes;” please note them in your response.  Attachments 002, 008, and 015 are CUI and available upon request and OPSEC approval. In addition to any general feedback that industry would like to address, the US Army requests that any respondents address the following specific topics/questions:

  1. Does the respondent believe that a 30-day response time is sufficient to address the RPP and PPA as written?
  2. Does the respondent believe that it is feasible to provide any MTC system within first 60 days of award?
  3. Does the respondent believe that it is feasible to provide a complete cannon assembly for the Proof Gun Stand (PGS) within first 120 days of award?
  4. Does the respondent have a cannon test stand designed and/or available that could be used in place of the US Army PGS?
  5. Does the respondent foresee any challenges meeting the thresholds included in “Attachment 015 - Key Characteristics Description (DRAFT) (CUI)?”
  6. Does the respondent believe that there are any characteristics that should be included in “Attachment 015 - Key Characteristics Description (DRAFT) (CUI)” that are not currently included? If so, why?
    Note: The Key Characteristics have purposely been minimized to those characteristics that are not tradeable and are expected to be discriminating between offerors. The US Army reserves the right to not adjudicate feedback for this item.
  7. Is the respondent able to provide three (3) MTC systems within the first 60 days of award to support a Transformation in Contact (TiC) at a CONUS location? Note: The US Army requests feedback on this acceleration RFI as an alternate delivery schedule for system deliveries 1-3 in the PPA.

PM HS also desires to communicate that the following attachments are draft, but nearly complete, and will only see minor or administrative updates:

Finally, PM HS desires to advise industry that inclusion of a Resupply System/Vehicle has been removed from this OTA action. The Resupply System/Vehicle will be addressed in a separate contract action.

Responses received after may not be considered. Do not submit responses via SAM.
