Description
The United States Property and Fiscal Office for Pennsylvania intends to solicit and award a contract with only one source in accordance with RFO FAR 12.102(a) to SAM Logistics and Supplies Inc. This is a firm-fixed price purchase order for the rental of four (4) each, 53 Foot Refrigerated Hybrid Trailers. The anticipated rental period is from May 1, 2026 to July 31, 2026. This contract action will be awarded following the issuance of written solicitation with an anticipated award date of April 13, 2026.
The Government intends to award a three (3) month contract with the option to extend up to six (6) months in accordance with FAR 52.217-8 Option to Extend Services.
This acquisition requires four (4) each, 53-foot Refrigerated Hybrid Trailers. The refrigerated trailers must be powered by 480V from the power grid but must also be able to be powered by back-up diesel-powered on-board generator. The refrigerated trailers must comply with all applicable federal, state, and local regulations. Standard industry terms and 24/7 emergency repair services shall apply to this requirement.
The reason for this non-competitive contract is that the agency has an existing contract with SAM Logistics and Supplies Inc set to expire on April 30, 2026. Under this contract these refrigerated trailers are already on site at the required location on Fort Indiantown Gap. The refrigerated trailers are needed until the completion of the construction project on the warehouse used to support feeding operations and the duration it takes to transition back to normal operations in the warehouse. These trailers are filled with fresh and frozen food product, and are being utilized for picking food orders for units training throughout the Commonwealth of Pennsylvania. Soliciting to another source will result in increased costs and place food products in storage at risk of being damaged or spoiled. Any service interruption will have a negative impact on the feeding of Soldiers and to training operations. Therefore, making an award on a sole basis is in the best interest of the Government.
Please note, this notice of contract action (NOCA) is not a request for competitive proposals and does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP); however, any capability statements, proposals, or quotations received within seven (7) days after the date of publication of this synopsis shall be considered by the Government. The Government does not intend to award a contract on the basis of this notice, nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice.
