This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Vendors shall not submit a quote until the solicitation is posted to www.SAM.gov.
The Department of War Education Activity (DoWEA) has the following requirements:
The Contractor shall provide 100% digital teacher resources, formative assessments, and related professional learning aligned with the national standards. Teacher resources shall include strategies that promote rigorous instruction, address potential challenges, and differentiate instruction. The formative assessments shall provide data on which to tailor instruction. Professional learning shall increase teacher knowledge which is expected to improve instruction, which, in turn, is expected to improve student learning/achievement.
The period of performance shall be 1-year base period 01 June 2026 – 31 May 2027. The option periods are:
Option Period 1 - 01 June 2027 – 31 May 2028
Option Period 2 - 01 June 2028 – 31 May 2029
Option Period 3 - 01 June 2029 – 31 May 2030
Option Period 4 - 01 June 2030 – 31 May 2031
The applicable North American Industry Classification System (NAICS) codes include 611710 (Educational Support Services), 513210 (Software Publishers) and 513130 (Book Publishers), and the applicable PSC is U009 (Education/Training - General). DoWEA intends to issue a solicitation in support of this requirement HE125426QE027. This acquisition will be conducted under FAR Part 12, Acquisition of Commercial Products and Commercial Services, in conjunction with Simplified Acquisition Procedures, as the value is below the Simplified Acquisition Threshold. This requirement will be processed as an ‘Full and Open Competition,’ and is not a small business setaside.
