1. PURPOSE
The Department of the Interior, Bureau of Reclamation, is conducting market research under FAR Part 10 to identify qualified small business concerns capable of providing Heavy Equipment Rental and associated services to support construction, restoration, maintenance, and operational missions across the Upper Colorado Region and other regional offices.
This Sources Sought is NOT a solicitation. No contract will be awarded from this announcement.
2. PROJECT DESCRIPTION
The Bureau requires an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to furnish heavy equipment rental, delivery, setup, repair support, and specialty equipment as needed. Requirements include:
¿ Furnishing heavy construction equipment in excellent condition, ¿ Delivery and pick¿up within 300 miles of project locations.
¿ Onsite repair response within 6 hours or replacement within 24 hours.
¿ Capability to service and repair Government¿owned equipment upon task order issuance.
¿ Occasional requirement for Trimble Earthworks¿ready dozers, excavators, and graders.
¿ Ability to support work across diverse terrain including dams, rivers, wetlands, levees, and remote high¿elevation sites.
Equipment categories include but are not limited to:
¿ Scrapers, articulated haul trucks, dozers, graders, excavators, loaders
¿ Water trucks/wagons, rollers, compactors, skid steers
¿ Generators, pumps, light towers
¿ Telescopic handlers and specialty equipment
¿ Repair labor, shop service, field service
3. SCOPE OF WORK SUMMARY
¿ Provide heavy equipment rental at weekly and monthly rates across a 5¿year ordering period.
¿ Ensure all equipment is fully inspected, serviced, pressure¿washed, and free of leaks prior to delivery.
¿ Support multiple project locations across 17 Western States.
¿ Provide submittals (service records, or¿equal characteristics, photos) within 5 days of task order award.
¿ Meet safety requirements per Federal, State, and Reclamation standards.
¿ Delivery and Pick-up requirements - Contractors shall provide delivery and pick-up of all leased equipment to the designated project site within 300 miles each way from the equipment source. Freight charges will be paid by the Government for distances up to 300 miles per leg (600 loaded miles total).
If the required equipment is not available within 300 miles, the prime contractor remains responsible for fulfilling the task order by any lawful means, including sub-rental or subcontracting arrangements. Any subcontractor utilized must fully comply with all contract requirements, including equipment condition, safety standards, response times, and documentation obligations.
The contractor shall:
¿ Coordinate supply and delivery when subcontracting, ensuring rates align with the bid schedule.
¿ Verify and document freight charges for both local and long-distance sources when proposing equipment beyond 300 miles.
¿ Ensure subcontracted equipment meets all specifications, including age, hours, emissions compliance, and readiness for special requirements (e.g., Trimble Earthworks compatibility).
4. ANTICIPATED CONTRACT TYPE
¿ Multiple Award IDIQ The contract is anticipated to be a multiple award IDIQ;
¿ Five¿year ordering period + 6¿month extension option
¿ Task Orders will be competed among IDIQ holders and evaluated based on Lowest Price Technically Acceptable (LPTA) unless otherwise stated.
5. SUBMISSION REQUIREMENTS
Interested firms are requested to submit a Capabilities Statement (5 pages max) containing:
1. Company Information:

o Small Business, SBSA, 8(a), HUBZone, SDVOSB, WOSB, etc.
3. Relevant Experience:
o Demonstrated experience providing heavy equipment rental at scale
o Experience with projects in remote or multi¿state regions
o Experience supporting Federal construction or maintenance missions
4. Equipment Yard Locations:
o Must show ability to deliver within 300 miles of potential sites.
5. Technical Capability:
o Ability to meet safety, service, repair, delivery, and inspection requirements described in the SOW
o Ability to provide Earthworks¿ready Caterpillar (or equal) equipment when required
6. Repair Service Capability:
o Onsite and in¿shop repair availability
o Ability to meet response times (6¿hour onsite, 24¿hour replacement)
