Description

Market Survey: The FAA, Terminal Construction Group, AAQ-550 Boston Office,  is seeking interested Contractors that have the capability to design and construct finished, stand-alone building structures at nine FAA Airport Traffic Control (ATCT) facilities in the Northeast.

Size of structures will be 15’ x 20’ or 20’ x 20’ clear inside dimensions.  Location for each structure is provided as follows:

Introduction: In order to assist with acquisition strategy development and to gain a better understanding of the commercial marketplace, the Federal Aviation Administration (FAA) is seeking interested sources that are capable of performing the work to design and build 9 separate structures for Tower Simulation Systems. This market survey is issued, in accordance with FAA Acquisition Management System (AMS) paragraph 3.2.1.2.1 to solicit statements of interest and capabilities.

The responses to this market survey will be used for informational purposes only and must not be construed as a commitment or a promise to contract by the Government. The Government is not liable for costs associated with the preparation, submitting inquiries or responses to these announcements and will not reimburse any firm for costs incurred in responding to this public announcement. Responses will not be returned.

The Government reserves the right to use the information submitted in response to this Sources Soughtto develop the acquisition strategy and, if sufficient capability is demonstrated, to directly negotiate with and/or award a contract to a specific vendor,

Submittal Requirement for Market Survey:
a. Name of Company (the resultant Prime contractor that may ultimately be awarded the subsequent contract).

f. Relevant construction projects of similar scope and value completed within the past ten (10) years.

Contract Type: The FAA intends to use a Firm Fixed Price (FFP) Contract; however, we are open to considering other contract types to best meet the needs of the project and the competitive marketplace. Contractors are encouraged to suggest alternative contract types and the benefits associated with the suggested contract type.

Please specify whether your firm would be interested in submitting a proposal for one or multiple project locations. If interested in multiple, indicate which site and whether you would propose separately for each location or as a combined offering.

 Summary of Work: 

General stand-alone building structure design and construction elements include, but are not limited to, the following:

  • Permitting
  • Site clearing, site investigations, earthwork
  • Site work/foundation, structural components and utility infrastructure
  • Facility systems and equipment for HVAC, electrical
  • Interior finishes and lighting
  • Pedestrian walkways
  • Exterior lighting and native landscaping around structure

Scope of services include, but are not limited to, the following:

Design: All design services, materials, supplies, equipment layouts and connections, permits, surveying, investigations and project supervision, quality control and quality assurance, and construction support services. Final design should match the nearby tower and base building’s exterior material, color and finish as much as practicable.

Construction: All labor, materials, furnishings, equipment, supervision, quality control and quality assurance, and administration for the construction phase of the Contract, to provide a fully functional and approved turn-key stand-alone building structure that meets the needs of the FAA. FAA to supply, install, and maintain electronic equipment.

Performance period of 120 calendar days after the notice to proceed.

The estimate cost per site is $250,000.00 - $500,000.00
