This is a notice of intent to award a sole-source contract and is not a request for competitive quotes.


The Food and Drug Administration (FDA) intends to award a sole-source purchase order using the procedures at FAR 13.106-1(b)(1) (RFO Deviation 12.102(a)), as it has been deemed that only one source is available to meet this specific requirement. This purchase order is intended to be awarded to the Society for Research on Nicotine and Tobacco (SRNT) for registration of 81 FDA staff at the 2026 SRNT Annual Meeting in Baltimore, MD from March 4, 2026, through March 7, 2026. This Annual Meeting will convene a broad and diverse group of tobacco and nicotine researchers, scientists, and tobacco control practitioners to share and discuss their work; highlight cutting-edge research in nicotine and tobacco basic science, clinical research, public health, and policy; and provide a critical forum for collaboration and information exchange. The requirements document in the form of a Statement of Work is attached to this notice. SRNT is the only source available to register FDA staff at the 2025 SRNT Annual Meeting - no other source can satisfy this agency requirement.


FDA staff attendance at the 2026 SRNT Annual Meeting will provide an opportunity for CTP scientists and staff to meet and interact with CTP-funded researchers, stakeholders, academia, industry, public health groups, and other government entities concerning their research; to discuss and present their research progress and future plans; and to learn and keep pace with the latest developments in nicotine and tobacco research, which will help inform CTP’s programmatic work. Information gathered at the 2026 SRNT Annual Meeting will impact numerous CTP priorities and projects – including application review for new products and research, rulemaking, enforcement efforts, scouting new talent for open scientific positions, product reviews, health communications and education, and compliance/enforcement efforts – and inform future regulatory policy and strategy in support of the Agency’s mission. FDA staff attendance is being reduced by 25% from the last Annual Meeting held in Baltimore, MD.


This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.


The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by February 21, 2026 at 10:00 AM EST.
