Description

PRE-SOLICITATION NOTICE Project No.: 538-26-202 Project Title: Replace Failed Roofing B31 SPS Location: Chillicothe VA Medical Center, 17273 OH-104, Chillicothe, OH 45601. Set-Aside: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 10, intends to issue a solicitation for Replace Failed Roofing B31 SPS at the Chillicothe VA Medical Center, 17273 OH-104, Chillicothe, OH 45601. Project Overview The existing EPDM roof on the B31 SPS Addition is failing. Please see the attached report from RDA Architects dated September 22nd, 2025. From the report, it appears the adhesion between the bottom layer of insulation and the existing concrete deck has failed. Core samples indicate less than manufacturers recommendations for adhesive. Other potential factors are identified as well such as possible inadequate weighting of the insulation during curing and checking the air seal at all roof penetrations. See attached report. The Contractor will provide all supervision, labor, materials, tools, and equipment necessary for the complete removal of the existing EPDM roofing system and the installation of a new EPDM roofing system in accordance with the plans and specifications. All work will be performed in a professional manner, adhering to industry standards, manufacturer specifications, and all applicable local, state, and federal building codes. Coordination The Contractor shall coordinate all work with the VA Contracting Officer (CO), Contract Specialist (CS), and Contracting Officer s Representative (COR). Period of Performance The estimated period of performance is 75 calendar days from the issuance of the Notice to Proceed (NTP). Final dates will be specified in the solicitation. Solicitation Details The solicitation is expected to be posted on SAM.gov on or about March 10, 2025, with proposals due approximately 30 days thereafter. All documents, including specifications and drawings, will be available electronically only. Interested offerors are strongly encouraged to register on SAM.gov to receive automatic updates and amendments. Note: The Government will not maintain or distribute an offeror s mailing list. It is the responsibility of interested parties to monitor SAM.gov for updates. Set-Aside & Eligibility Requirements This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under the authority of Public Law 109-461 (38 U.S.C. 8127). To be eligible for award, offerors must: Be verified as an SDVOSB in MySBA Certifications (certifications.sba.gov). Be registered and active in SAM.gov. Qualify as a small business under NAICS 238160 (Roofing Contractors), with a size standard of $19.0 million. In accordance with VAAR 852.219-73(d)(4), the SDVOSB prime contractor or SDVOSB subcontractor must perform at least 85% of the construction work. All necessary licenses and permits required to perform work in the state of Ohio must be obtained prior to commencement. Project Magnitude The estimated construction cost is between $500,000 and $1,000,000. Bonding Requirements Electronic copies of Bid, Payment, and Performance Bonds will be required. Site Visit A one-time site visit will be scheduled. Details will be provided in the solicitation. Attendance is strongly encouraged. Amendments & Questions All amendments will be posted on SAM.gov.
