Government responses to the questions and comments ("RFIs") received as part of the 02 Feb 2026 DRFP package posting are attached. All parties are reminded responses, and Government requirements, are subject to change and are not firm until issuance of the Final RFP package. Industry Day indicated a schedule identifying Final RFP issuance on 13 Feb 2026. The anticipated Final RFP release date has shifted to on/about 02 Mar 2026, as identified in the Synopsis action, posted (today, 13 Feb 2026) separately.

The Presolicitation Notice herein is to:
- Post the Draft Request for Proposal (DRFP) for the U.S. Army Operational Evaluation Command* (OEC) Base Test Support Services (BTSS) follow-on acquisition. The DRFP and identified DRFP attachments and technical exhibits are attached.
- Request interested vendors and/or potential offerors that all Requests for Information (RFI) (i.e., questions, comments, feedback) tied to the DRFP shall be returned to the MICC TSC Points of Contact (POC) as follows: Contract Specialist, Avangela Ligons-Sutton, avangela.y.ligons-sutton.civ@army.mil and Contracting Officer, Ingrid Smith, ingrid.v.smith.civ@army.mil by 4:30 PM EST 06 Feb 2026.
- Request RFI submissions utilize the "RFI Template_DRFP W51EW726RA004" Excel file attached herein.
*Effective 01 Feb 2026, the Operational Test Command is the Operational Evaluation Command.
