The U.S. Army Corps of Engineers (USACE), Pittsburgh District, is conducting market research in accordance with FAR Part 10 to determine the availability of qualified small business concerns capable of providing tree removal and related landscaping services throughout the USACE Pittsburgh District Area of Responsibility. The Government is considering the establishment of a multiple-award Blanket Purchase Agreement (BPA) under FAR Part 13 to support recurring, on-call requirements for both emergency and non-emergency tree removal services at various Government-owned and Government-managed facilities and project sites. Services may include, but are not limited to: Removal of dead, damaged, diseased, or hazardous trees Tree felling, sectional dismantling, limbing, and bucking Chipping, hauling, and lawful disposal of debris Stump grinding, when required Site cleanup and restoration Traffic control and work zone safety, when required Compliance with all applicable OSHA, environmental, and safety regulations Work will be ordered through BPA calls issued on a firm-fixed-price basis, with pricing based on unit rates or task-specific pricing as identified in each call. The anticipated classification for this requirement is: NAICS: 561730 – Landscaping Services (SBA size standard $9.5 million) PSC: S208 – Landscaping and Grounds Maintenance Services The anticipated BPA ordering period will not exceed five (5) years. No specific geographic subdivisions are anticipated; vendors must be capable of supporting locations throughout the USACE Pittsburgh District Area of Responsibility.
