REQUEST FOR PROPOSALS FOR THE REVALUATION OF REAL PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF FOSTER, RHODE ISLAND Effective December 31, 2026 The Town of Foster, RI is undertaking a program to do a Full Revaluation of all Real Property Effective December 31, 2026. Contractors interested in providing the Revaluation Services set forth in the attached Specifications are invited to deliver (1) one original and (2) two copies the proposals to: Karen Williams Tax Assessor 181 Howard Hill Road Foster, RI 02825 All proposals shall be sealed, addressed to the Assessor and marked: “Proposal for Foster 2026 Full Revaluation” Proposals will be opened in the Finance Department at 2:00 pm on Tuesday, March 10, 2026 at Foster Town Hall. Proposals will be discussed during the Town Council meeting to be held on Thursday, March 12, 2026 at which point the project may be awarded. Individuals requesting interpreter services for the hearing impaired should call the Town Clerk at (401) 392-9200, 72 hours in advance of the bid opening. The bid award and signing of contract conditions are set forth in the enclosed specifications. Additional copies of the Contract and Specifications may be obtained from the Assessor at (401) 392-9207. In accordance with the provisions of Section 2.22 of the Town of Foster Home Rule Charter, the Tax Assessor shall submit a list of recommended firms to the Town Council. The Town Council shall select the firm to conduct the Full Revaluation from such list. All information pertaining to the Contractor's technical and management approach to completing this Project, as well as the proposed cost, timetable and staffing plan shall be presented in the proposal. The proposal must address, at a minimum, each of the issues set forth in the Request for Proposals in order to be considered responsive. Any proposal which does not respond to each issue in the Request for Proposals shall be rejected by the Assessor as non-responsive. The Assessor reserves the right to amend this proposal for the Full Revaluation Program for all real property assessments at any time prior to the deadline for submission of proposals and to reject any or all proposals received if the assessor determines it to be in the best interests of the Town. In addition to addressing each of the items in the specifications, the Contractor must submit, as part of its proposal, the following information: 1. A Letter of Transmittal signed by the individual authorized to negotiate for and contractually bind the Contractor stating that the offer is effective for at least sixty (60) calendar days from the deadline for the submission of proposals. 2. A list of Rhode Island Municipalities for which the Contractor has completed Revaluation Programs, or is currently committed to, as well as the names and telephone numbers of the individuals to be contacted as a reference. 3. Written assurance that the property valuation updates will meet State reimbursement requirements. 4. The Town of Foster currently utilizes the Vision Government Solutions CAMA system in-house. The town is not looking to change the existing CAMA software at this time. Therefore, the Contractor must show evidence of familiarity with the Vision CAMA system by submitting a list of projects previously worked that require the use of the Vision CAMA System. Contractors will be responsible for securing licensing prior to proposal due date. 5. Copy of Contractor’s current Rhode Island Revaluation Certificate issued pursuant to Rhode Island General Statutes 44-5-11.1. 6. The signed “Non-Collusive Bid Statement” which is enclosed.
