The U.S. Department of State (DOS), Office of the Under Secretary of State for Public Diplomacy and Public Affairs is seeking high quality firms experienced in complex Design/Build fit-out construction projects including exhibit design, content development, fabrication, and installation for the temporary USA Pavilion to represent the U.S participation in the Specialized Expo Belgrade, Serbia 2027.
This procurement is available for full and open competition.
The contract awardee will be competitively chosen using source selection (FAR 15.3) procedures. The objective of the source selection process is to select a proposal that represents the best value to the Government. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering technical factors and total evaluated price. For this procurement, the technical factors will be more important than price (FAR15.101-1, Trade Offs). Some technical factors will include Constructor, Pavilion Designer and Exhibit Designer Experience in Providing General Construction Services on Similar Projects; Past Performance; and Sketches of the US Pavilion and Exhibits (see RFP Section L for all technical factors).
The estimated total construction costs for the project falls within the approximate range of $10,000,000.00 to $14,000,000.00. The NAICS code for this procurement is 236220.
The project requires design and build fit out construction services for a single-story 972 sqm USA Pavilion.
The objective is to ensure that the pavilion is designed, constructed, and operated to the highest international standards, reflecting U.S. innovation, culture, and values. The USA Pavilion at these International Expositions will be an official representation of the United States; the Department must therefore ensure that the USA Pavilion is nonpolitical and nonpartisan in nature, of the highest possible quality, and balanced and representative of the diversity of American political, social, and cultural life. The USA Pavilion must meet the highest standards of artistic achievement and academic excellence. The pavilion must be entertaining, immersive, and interactive to engage foreign audiences. The USA Pavilion is a platform to promote U.S. foreign policy, U.S. commercial interests, as well as highlight outstanding U.S. cultural, scientific, technological, and artistic achievement.
The pavilion must accommodate high visitor volumes, with Expo 2027 designed for up to 5,000 visitors per day requiring even greater capacity due to its larger scale. It must provide immersive and interactive experiences that engage audiences and support U.S. public diplomacy goals. The design must integrate modular and removable performance spaces, VIP hosting areas, meeting rooms, and exhibition spaces that reflect the highest standards of artistic, cultural, and technological excellence. The pavilion must also incorporate innovative multisensory exhibition content, ensuring seamless integration of architecture, landscaping, wayfinding, and interactives to support key narratives. The exhibit design must be immersive, interactive, and play-based, appealing to a general audience while highlighting American excellence in sports, music, and innovation. The pavilion must comply with Expo guidelines and host country standards, including sustainability, accessibility, and safety requirements. The US pavilion must align with the respective Expo 2027 theme.

Amendment A01 issued on February 3, 2026. The purpose of this amendment is to delete no longer applicable RFP Section B.7 ProjNet RFP Questions and add J.3.3 to provide Expo 2027 provided drawings and information of pavilion shell.
