Description
The United States Coast Guard (USCG) SURFACE-C21 Medium Endurance Cutter Product Line (MECPL) has a requirement for the original Equipment Manufacturer (OEM), Fairbanks Morse Engines, LLC, ALCO 251 overhaul parts kits.
These kits are required for inventory stock and direct delivery for overhaul and maintenance for Medium Endurance (WMEC) 210’ and 270’ cutters, and Long Range Enforcers (LRE) POLAR STAR icebreaking vessel’s main diesel engines. The USCG does not possess the proprietary technical specifications, drawings, manufacturing/provisioning data, or special tools necessary to provide these parts kits. This information was not purchased at the time of the original acquisition of the ALCO 251 engines and is proprietary to the OEM.
The USCG SURFACE-C21 intends to award a sole source requirements type contract to fulfill requirements by issuing individually funded delivery orders.
It is the Government’s belief that only Fairbanks Morse Engines, LLC, has the capability to provide these specific overhaul parts kits. However, potential sources may submit information demonstrating their capabilities to provide genuine OEM supplies/kits and demonstrate their ability to access OEM technical information required to produce, assemble, and provide all the parts that form each complete kit. Potential sources shall submit the following, but not limited to: (1) Data that required overhaul kits have been satisfactorily provided to the OEM or Government in the past, (2) a written letter, signed by the OEM, verifying the interested party’s authority to supply OEM manufactured parts and kits to the Government, as well as confirming access to the necessary technical information to perform.
Inquiries/information received after the established deadline MAY NOT be considered for this acquisition. Submission of this data for review shall not impede award of this contract as planned. The Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement WILL NOT be reimbursed.
At this time, the USCG DOES NOT have an estimated timeframe for release of the solicitation, and this IS NOT a request for proposals. Solicitation documents will only be made available on SAM.gov; no paper solicitation packages will be made available. It is the offerors responsibility to monitor SAM.gov for changes or amendments to this notice.
Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice including commercial market information and company information.
