Description
The 436 Contracting Squadron at Dover AFB, DE is conducting this Presolicitation Notice to identify small business vendors interested in providing Swimming Pool & Splash Park Start-up and Close Seasonal Maintenance as specified in the description below. If your firm may be interested in this requirement, is a qualified small business and has performed similar projects, we request the information shown below.
NOTICE – In accordance with FAR 12.201-1(c)(2), the contracting officer has three quotes, and this pre-solicitation notice will be posted in lieu of the solicitation. The United States Government does not intend to post a solicitation to the GPE. Requests for a solicitation will not receive a response. Quotes submitted in response to this announcement will be considered for the purpose of conducting a competitive procurement[BG1] [JB2] ; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government.
Electronic procedures will be used for this solicitation. The solicitation will be issued Orally, and the approximate issue date will be 30 March 2026 with an approximate response/closing date of 02 April 2026. No telephone requests will be honored, and no hard copies will be mailed out.

DESCRIPTION – The service contractor shall provide all management, tools, supplies, equipment and labor necessary to open and close the swimming pool and splash park facility at Dover AFB. The government will supply all CO2 and liquid chlorine, and the contractor will supply all the startup water balancing chemicals to use for pool/splash park startup operations.
AWARD PROCEDURES – The Government intends to award a firm-fixed-price contract to the responsible vendor whose quote, submitted in response to the oral solicitation, represents the best value to the Government. The anticipated award date will be provided during the oral solicitation.
