NOTICE OF INTENT TO SOLE SOURCE: IAW FAR 5.101 this notice is to advise the public that The Department of Veterans Affairs, Regional Procurement Office East (RPOE), Network Contracting Office 4, intends to award a sole source, Firm-Fixed-Price contract pursuant to FAR 8.401 and GSAM/R 538.7104-33(b)(ii) to Document Storage Systems, Inc. located at 12575 US Hwy 1 Suite 200 Juno Beach, FL 33408 for a base year with four (4) option years, exercisable at the Government s discretion. The VISN 4 Medical Centers require Clinical Information Systems (CIS) DataBridge Suite Hospital Perpetual License software subscription maintenance and support with 24x 7 coverage including bug fixes, minor release upgrades, and telephone support. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS or QUOTATIONS. Responsible sources that believe they can meet the requirements may give written notification by submitting capability information that clearly demonstrates the capability to perform the required work and applicable certifications/licenses for the Hardware/Software. Capability information is required prior to the response due date and time, to establish the ability of the source to meet this requirement. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements and must include relevant corporate experience along with the applicable contract number, total contract dollar amount, contract period of performance, details of the relevant services and customer point of contact with corresponding telephone number and email address. Statement of Need CIS/ARK DataBridge License Maintenance Support Department of Veterans Affairs (VA) Veterans Integrated Service Network (VISN) 4 GENERAL INFORMATION Title of Project.: Clinical Information System (CIS) and Anesthesia Record Keeper (ARK) DataBridge License Maintenance Support Work Summary: The contractor shall provide DataBridge licensing, software updates and support to seven (7) VISN 4 Veterans Affairs Medical Centers (VAMC) including: Altoona VAMC, Erie VAMC, Philadelphia VAMC, Pittsburgh VAMC, Lebanon VAMC, Wilmington VAMC, and Wilkes-Barre VAMC. Background: DataBridge is a required component of a Clinical Information System (CIS) and Analytics system and is acquired from the Original Equipment Manufacturer (OEM) Document Storage Solutions (DSS) or any authorized vendor. The DataBridge provides a software interface between a CIS (Clinical Information System), Analytics system, and the VistA system. The interface provides two-way data transfer between the VistA system and a CIS and one-way transfer from VistA to Analytics. The interface includes patient demographics, Text Integrated Utilities (TIU), patient allergies, problem list, care status and delivery, lab orders and results, medication orders and administration, and information regarding surgeries. CIS-DataBridge meets the interface requirements for the Anesthesia Record Keeper (ARK), Intensive Care Unit (ICU), and Data Analytics. The DataBridge interface filters and passes HL7 messages between VistA/CPRS and CIS. The DataBridge consists of specialized COM objects called DSS VistA Gateway; an RPC Broker wrapper that allows the CIS vendor to make their application VistA Aware . The COM object allows APIs to process information in a bidirectional manner to/from VistA. DataBridge. It is configurable to utilize either HL7 messaging or XML technology as a communication means to/from any Anesthesia Record Keeping (ARK) or Intensive Care Unit (ICU) product. In this Windows based application, the user is also allowed the capability of updating certain data elements in the various VistA clinical packages. An image of the recorded anesthesia/ICU case is saved as a PDF file (where it is appropriate) and stored in the VistA modules and/or VistA Imaging systems. The product includes the following interface functionality: User Authentication: To provide a single sign-on for clinical users to/via the ARK and VistA. CCOW: To provide patient and user context management capabilities to the ARK. Patient Registration/Selection: To automatically populate ARK with patient registration data (i.e. select patients which are emulated within the ARK using appropriate created interfaces. Should also include patient information) used to identify patients within VistA to ensure VistA identity management procedures are maintained and extended within the ARK. Patient Record Flags: If record flags (Category 1 and 2) exist in VistA, transmit to ARK for display including any changes/updates during that episode of care. Surgery Schedule: The ability to retrieve and review the surgery schedule across a data range and it simplifies accessing surgery case information Allergy information: To provide allergy data stored in VistA for display in ARK. CPRS and Pharmacy Orders: Display inpatient medication administration data in ARK and ensure the most up-to-date orders are available to the ARK to enhance patient safety and continuum of care. CPRS and Radiology Orders: Provides all lab verified orders to the ARK to create a seamless workflow Problem List: To provide current problem list entries in ARK Vitals: Eliminate the manual entry of vitals data and provide up to date information via CPRS to ARK11. TIU Progress note: Purpose: Export progress notes created and signed in ARK into Vista. VistA Imaging: Allows images of ARK reports/flow sheets shall be sent to VistA Imaging at both predetermined and user-defined intervals for permanent display and access to all providers. Patient Care Encounter & Code Status: ARK shall pass the codes to VistA to allow staff to use the information for more accurate documentation of patient diagnosis and treatment. Automatic update to Patient Care Encounter improves accuracy in the coding and billing process Datalink: Integration into any commercial analytic database that is to be integrated with the VistA system SAV Link: Integration into any commercial analytic database that is to be integrated with the VistA system ICU Link: Integration into any commercial analytic database that is to be integrated with the VistA system DataBridge Monitor: Serves as a plug-in dll module manager for tracking the HL7 messages and APIs. The SAVLink, ICULink, VitalsLink, and DataLink modules display critical data through data grids related to the CIS and VistA. The DataBridge Monitor allows a user to view status of the Links and TaskMan jobs being sent to the Data Analytics database ( DataLink ). The DataBridge Monitor has administrative functions which allow the user to purge data from the tracking files, track and manage CIS HL7 messages, and allow the admin user the ability to send specific VistA data to DSS technical support to assist in trouble shooting. Should an issue of a potentially critical operation arise that requires intervention, DataBridge shall display a visual alert to the user and/or send a message to pre-designated staff members to signal them that the issue is occurring. This allows users to monitor and track message and DataBridge content and manage incomplete tasks as required. Performance Period: The period of performance is one (1) base year and four (4) option years: Base year: 04/01/2026-03/31/2027 Option Year 1: 04/01/2027-03/31/2028 Option Year 2: 04/01/2028-03/31/2029 Option Year 3: 04/01/2029-03/31/2030 Option Year 4: 04/01/2030-03/31/2031 Type of Contract: Firm-Fixed-Price B. GOVERNMENT RESPONSIBILITIES The Government shall provide online meeting access, supervised by VA OI&T personnel, for remote assistance as needed. H. ARCHITECTURAL GUIDELINES The contractor shall adhere to all VA policies, standards and tools for managing systems development artifacts. Specifically, these tools shall include utilization of the local Change Management Policy, applicable Configuration Management tools, as well as any other tool required by the VA. The contractor may not replace these tools. I. SECURITY Contractor will be required to obtain a VA Contractor PIV card in accordance with VAPHS Policy. The PIV card will serve as a VA ID badge and must be worn at all times. Include the appropriate risk designation of the contractors based on the PDAT determination. The following language from VA Handbook 6500.6 is required in this contract: Appendix C: Paragraphs #1 (all), 2(all), 3(all), 4(all), 5(all), 6(all), 7(all), 8(all), 9(all), 10(all), 11(all), 12(all),13 (all),14(all). Contractor employee(s) must sign Appendix D Contractor Rules of Behavior Contractor must meet all VA requirements to obtain/maintain computer access. If remote access is required, contractor must remotely connect via the VA s Citrix Access Gateway (CAG) if not using Government Furnished Equipment (GFE). Contractor must complete VA Privacy and Information Security Awareness and Rules of Behavior and Privacy and HIPAA Focused Training courses prior to the performance of the contract and annually thereafter. Training must be completed in VA s TMS system (https://www.tms.va.gov/). Contractors must use the TMS Managed Self Enrollment method to complete the training in TMS. The COR must ensure that all contractors are validated in the PIH domain. Proof of training completion must be verified and tracked by the COR.  J. ELECTRONIC AND INFORMATION TECHNOLOGY STANDARDS Internet and Intranet The contractor shall comply with Department of Veterans Affairs (VA) Directive 6102 and VA Handbook 6102 (Internet/Intranet Services). VA Directive 6102 sets forth policies and responsibilities for the planning, design, maintenance support, and any other functions related to the administration of a VA Internet/Intranet Service Site or related service (hereinafter referred to as Internet). This directive applies to all organizational elements in the Department. This policy applies to all individuals designing and/or maintaining VA Internet Service Sites; including but not limited to full time and part time employees, contractors, interns, and volunteers. This policy applies to all VA Internet/Intranet domains and servers that utilize VA resources. This includes but is not limited to va.gov and other extensions such as, .com, .edu, .mil, .net, .org, and personal Internet service pages managed from individual workstations. VA Handbook 6102 establishes Department-wide procedures for managing, maintaining, establishing, and presenting VA Internet/Intranet Service Sites or related services (hereafter referred to as Internet ). The handbook implements the policies contained in VA Directive 6102, Internet/Intranet Services. This includes, but is not limited to, File Transfer Protocol (FTP), Hypertext Markup Language (HTML), Simple Mail Transfer Protocol (SMTP), Web pages, Active Server Pages (ASP), e-mail forums, and list servers. Specifically, this prohibition includes signed-applets, or any ActiveX controls delivered through a browser's session. ActiveX is expressly forbidden within the VA while .NET is allowed only when granted a waiver by the VA CIO *PRIOR* to use. K. SECTION 508 The contractor shall comply with Section 508 of the Rehabilitation Act (29 U.S.C. § 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998. In December 2000, the Architectural and Transportation Barriers Compliance Board (Access Board), pursuant to Section 508(2)(A) of the Rehabilitation Act Amendments of 1998, established Information Technology accessibility standards for the Federal Government. Section 508(a)(1) requires that when Federal departments or agencies develop, procure, maintain, or use Electronic and Information Technology (EIT), they shall ensure that the EIT allows Federal employees with disabilities to have access to and use of information and data that is comparable to the access to and use of information and data by other Federal employees. CONTRACTOR PERSONNEL All Contractor personnel shall always wear visible identification badges while on the premises of all ordering activity locations. Identification badges must have an identification picture and shall state the name of the individual and the company he/she represents. All Contractor personnel shall conduct themselves in a socially acceptable manner. Loudness, vulgarity, rudeness or other similar offensive conduct will be reported to the Contractor and CO. Repeat or severe offenses will result in the removal of the committer(s). The Contractor must not employ persons for work on this contract if such employee is considered by the CO, COR, or facility POC to be a potential threat to the facility s operational mission or the health, safety, security, general well-being of the VISN 4 VA Medical Centers employees, facility population, and all Veteran beneficiaries. N. ACCESSABILITY Pass and badge requirements may vary amongst the VISN 4 facilities. To ensure compliance, the Contractor must obtain facility requirements from the COR or facility POC prior to work commencement. The Contractor must comply with all registering, credentialing, and identification procedures when entering any VA owned or controlled property, to include but not limited to, pre-registering and submitting a fee for credentialing to any third-party vendor(s) used to register, schedule, and identify contracted service providers. O. INFECTION CONTROL Contractor must comply with the applicable facility s Infection Control Policy, Tuberculosis Surveillance Policy, Flu Policy, and Infectious Disease Policy. Guidance and policy requirements will be provided by the COR, facility POC, or the facility s Infection Prevention and Control Office. Costs incurred to establish and maintain Contractor compliance will be borne by the Contractor.
