This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
Purpose
The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with FIDO Alliance Inc., located at 3855 SW 153RD DR, BEAVERTON, OR 97003. The purchase order will specifically procure membership to FIDO Alliance. The period of performance for NIST membership shall be effective from date of award through December 31, 2026.
Authority
This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 813920 – Professional Organizations with a small business size standard of $23.5 million.
Description
The NIST Information Technology Laboratory (ITL) cultivates trust in information technology (IT) and metrology into a unified research and development organization. ITL focuses on IT measurements, testing, and standards, and is a globally recognized and trusted source of high-quality, independent, and unbiased research and data. ITL requires the continuation of membership to FIDO Alliance to achieve continued growth and development of policies and practices. The FIDO Alliance is an open industry association which develops standards related to identity and digital credentials which are widely used and supported. FIDO Alliance promotes the development of, use of, and compliance with standards for authentication and device attestation. FIDO Alliance is an approved Standards Organization, as maintained by the NIST Standards Coordination Office (SDO). ITL requires the continuation of membership to FIDO Alliance achieve continued growth and development of policies and practices.
Sole Source Determination
The sole source determination is based on the following:
To access the standards for authentication and device attestation members must pay membership fees. No other sources exist that can achieve this requirement. FIDO Alliance is the only source that can fully achieve this requirement and membership to FIDO Alliance must be purchased directly through FIDO Alliance Inc.
