Description

The project consist of furnishing all labor, materials and equipment to perform mechanical integrity testing (MIT) of nine (9) existing injection wells at the Central District Wastewater Treatment Plant (CDWWTP) and one (1) existing injection well at the South Miami Heights Water Treatment Plant (SMHWTP), complying with security restrictions; and all associated and appurtenant items and WORK as specified herein and as required by Miami-Dade Water and Sewer Department (WASD) during the course of the contract. The WORK includes suppressing the artesian flow of the wells with a food grade salt brine, removing the existing well head, scrubbing the 24-inch outside diameter (OD) seamless steel final casings with a steel wire brush, and scrubbing the 25.96-inch and/or 18.18-inch OD Fiberglass Reinforced Plastic (FRP) final casings with a nylon bristle brush (only for the three [3] Industrial Injection Wells [CDIIW-1 and CDIIW-2 at CDWWTP, and SMHIIW-1B at SMHWTP]), flushing with potable water, performing a high-resolution video survey log (VSL) of the entire well to be able to see the casing and tubing joints as well as the open hole section, performing a pressure test up to 150 pounds per square inch (psi) on each well final casing, shutting in the well for a twelve (12) hour period, then performing high-resolution temperature (HRT) and conductivity logs, performing the radioactive tracer survey (RTS) using medical grade Iodine 131 (I-131), rebuilding the well head providing new 6 inch 100% gate valves (if necessary), replacing all gaskets, nuts, bolts, and painting all above ground piping. The CONTRACTOR must also meet all the security requirements, which now include having all personnel who will be on-site fingerprinted. The WORK shall be performed first at the Department's CDWWTP located at 3989 Rickenbacker Causeway Miami, Florida 33149, Section 16, Township 54, Range 42, and after completion thereof, at the SMHWTP property located at 20900 S.W. 117 Avenue Miami, Florida 33177, Section 07, Township 56, Range 40. 1.01 CONTRACTOR’S AND DRILLER’S QUALIFICATIONS Award of this Contract will be made to the responsive, responsible bidder who submits an offer on all items listed in the Solicitation and whose offer represent the lowest price when all items are added in the aggregate. If a bidder fails to submit an offer on all items, its overall offer will be rejected. The County will award the total Contract to a single CONTRACTOR who has complied with these requirements. Qualifications of Bidders 1. In order to aid the County in making an award of the Contract, the Bidder shall submit, with his Offer, written evidence of its qualifications and ability to begin construction, to perform in a satisfactory manner, and to complete all of the WORK covered by the Contract within the time specified in the Solicitation. Bidder shall submit proof of at least three (3) similar projects within the past ten (10) years involving MITs of Florida Department of Environmental Protection (FDEP) Underground Injection Control (UIC) permitted injection wells of 18-inch to 24-inch OD final steel casing and to a depth of at least 2,500 feet below land surface (bls). Specialized testing activities including inflatable packer installation, casing pressure testing, VSL and HRT logging, RTS, and water quality sampling must have been completed to demonstrate relevant experience. Failure to submit this information with the bid may be cause for the Bidder to be deemed non-responsive. Bid submission must be electronic, through the Trimble Unity Construct (eBuilder) Bid Portal, with a hard copy sent to WASD postmarked within one (1) business day of the bid submittal date, mailed to WASD [3071 SW 38th Avenue, Suite 107, Miami, FL 33146] The original Bid Security (in the form of a bid bond or cashier’s check) MUST be delivered to WASD, at the address above, BEFORE the bids are opened. Failure to deliver the original will result in the bid submission being rejected as non-responsive. Invited bidders should have received an Invitation to Bid with an Invitation Key linked to the Invitee’s email address. Upon request, an invitation can be sent to multiple email addresses within the same company. However, if multiple bids are submitted by the same company, ALL submitted bids will be rejected. The bid set includes electronic bid instructions. Training on electronic bid submission is available every Monday from 9 – 10 and every Wednesday from 1 – 2.
