RFI responses are due January 30th by 2:00pm Eastern Time. Questions about the potential requirement are due January 22nd by 2:00pm Eastern Time. Overview
The Administrative Office of the U.S. Courts (AOUSC) has a need for contractor support within the Judiciary Security Division of the Facilities and Space Office. This program provides oversight of the court security appropriations and works closely with external security providers to ensure the safety and security of the Federal Judiciary.
One of the main objectives of the program is to provide oversight of the court security officers (CSO) program, housed within the U.S. Marshals Service (USMS), but funded and by the Federal Judiciary. The CSOs are armed contracted guards with prior law enforcement experience and are the first line of defense to the judiciary in approximately 420 courthouses. There are currently over 6000 armed contract guards within the CSO program.
The AOUSC, in collaboration with the USMS, is seeking a vendor who will be able to access the staffing posture of the CSO program to include reviewing the staffing standard, job tasks analysis, and technical requirements. They will be required to provide new program standards and processes along with a staffing standard study that reflect the current and evolving needs of the judicial security landscape. Familiarity with the federal judiciary, armed guard contracting, physical security and other facets of security and protection are imperative for this assessment.

ii. What challenges have you observed in assessing federal protective service staffing models or risk‑based security programs, and how have you addressed them?
iii. Please describe your experience and knowledge related to security personnel standards, including training and fitness requirements.
iv. What methods would your team use to maintain objectivity and independence in conducting this review, particularly when engaging with multiple federal stakeholders such as AOUSC and USMS?
v. What is your experience and understanding of federal security contracts?
vi. What risk assessment or threat modeling frameworks would you use to evaluate courthouse security requirements?
vii. Describe your organization’s processes for handling, storing, and protecting FOUO/SBU or similar federal data.
viii. What types of deliverables would your organization typically produce or recommend for a study of this nature (e.g., interim reports, dashboards, final analytical report, executive summary)?
