All information in this pre-solicitation announcement is preliminary, as well as subject to change, and is no way binding on the Government.
The Department of the Treasury, Treasury Acquisition Division – Team 3 (TAD3) plans to solicit for a firm-fixed-price construction ordering vehicle for Main Treasury and its annex, The Freemans Bank Building.
A solicitation will be issued as a Small Business set-aside with preference to those who also have the certified status of Woman-Owned Small Business (WOSB) and/or Service-Disabled Veteran Owned Small Businesses (SDVOSB) on or about February 20, 2026.
The applicable North American Industry Classification System (NAICS) code is 236220-Commercial and Institutional Building Construction, and the Small Business Size Standard is $45M.
Product Service Code (PSC) is Z2AA, Repair or Alteration of Office Buildings.
There is no project magnitude for the ordering vehicle; however, project magnitudes will be released at the order level.
General Information:
Contractors must be registered in the System for Award Management (SAM) to be eligible for an award (See https://sam.gov/) and must also have a current Online Representations and Certification Application on file within SAM. Responses will only be requested and accepted from Small Business contractors that are verified and registered in the SAM.
Preference will be given to those Small Businesses that also hold a Woman-Owned Small Businesses and/or Service-Disabled Veteran-Owned Small Businesses status. This status, as well as ownership and control, will be verified in Small Business Administration (SBA) Search (See https://search.certifications.sba.gov/).
Note: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. General Description of the work includes, but not limited to, the following:
The Treasury Facilities Team, as well as the Treasury Acquisition Division, plans to release a solicitation to qualified General Contractors for various construction projects such as facility repair/alteration, and real property repair/alteration projects on an as needed basis in an expeditious manner.
Examples include interior and exterior building construction, repair and alterations/restorations, including but not limited to: office renovations with painting and carpeting as part of a total scope; repair or replacement of electrical, carpentry, masonry, plumbing, and mechanical; storm drainage, exterior renovations, roof repair and/or replacement, demolition services, earthwork, pavement repair and/or replacements, and other miscellaneous construction projects.
The contractor shall furnish all necessary supervision, labor, parts, tools, materials, equipment, licenses, insurances, bonding, etc., (except as may otherwise be provided for in the order specifications) to perform.
