Description
The Indian Health Service (IHS) Northern Navajo Medical Center located in Shiprock New Mexico, intends to restrict competition and negotiate a firm-fixed-price contract with Melling LLC DBA Melling Medical (UEI CA7CDKQND7U9). The North American Industry Classification System (NAICS) code is 339112 – Surgical Supplies manufacturing, with a small business size standard of 1000 employees.
In accordance with RFO 12.102(a), for acquisitions valued at or below the Simplified Acquisition Threshold using simplified procedures for commercial products and services, the Contracting Officer may solicit from one source if the circumstances of the contract action deem only one source reasonably available.
Melling Medical is the only source capable of providing miscellaneous laparoscopic surgical supplies. Melling Medical provides single-use, sterile laparoscopic devices intended for use in laparoscopic surgical procedures. The contract will have a base year and four option years. The anticipated period of performance is from March 1, 2026, to February 28, 2027.
This notice of intent is not a request for quotations or proposals, and a competitive solicitation will not be issued. Vendors who believe they can provide the services described may submit a capability statement to the point of contact below. A decision by the Government about whether to compete with this proposed requirement based upon responses to this notice is solely within the discretion of the government. Responses shall be submitted via email no later than 12pm MST, Wednesday February 18, 2026 with subject line “NOI-SRSU-26-0016”.
