Description
INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for the design-bid-build construction project #549-24-425, Replace Elevators at the VA North Texas Health Care System (VANTHCS), Garland VA Medical Center (VAMC) located at 2300 Marie Curie Blvd, Garland, TX 75042. PROJECT DESCRIPTION Several of the fourteen existing elevators at the Garland VAMC are nonfunctional, and several require constant repairs and maintenance. This project shall replace, modernize, and/or repair ten (10) electric elevators and four (4) hydraulic elevators to correct all functional deficiencies and bring all elevators up to current codes, ADA standards, and VA TIL design guidelines. Areas that will be addressed are elevator pits, machine rooms, control systems, hoist ways, machine drives, landing doors, phones, safety systems, car operation panels, door operators, signaling devices, and upgrade elevator cab interiors. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for new construction for the Veterans Affairs Garland Elevator project as required by drawings and specifications. ADMINISTRATIVE The solicitation will be issued as a Request for Proposals (RFP) conducted in accordance with FAR part 15 and will be evaluated in accordance with the tradeoff procedures listed in the solicitation. The solicitation will be issued as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 238290 with a size standard of $22 million. The solicitation will be issued in April 2026. The period of performance is approximately 512 calendar days from the issuance of the notice to proceed for the construction portion of this project, with an additional 365 calendar days from project acceptance for guarantee period services. In accordance with VAAR 836.204, the magnitude of construction is between $10 million and $20 million. This notice is not a request for competitive offers.
