Description
The United States Army requires ATC services at Fort Bliss, TX. This will support all departing/arriving aircraft at Biggs Army Airfield, Airspace Information Center (AIC) that provides flight following services to aircraft flying in Fort Bliss managed airspace, any training/test flight areas occupied by Ft Bliss and stationed or tenant aircraft in a 10 nautical mile radius of Ft Bliss. Operations will be conducted in an Army non-approach control tower and a Fixed Base (non- tactical) AIC located in Biggs AAF.
The Government uses a Performance-Based Services Acquisition (PBSA) strategy to define the requirements and performance standards. The Contractor is expected to meet or exceed these standards to ensure the successful execution of the ATC services.
