Questions and Answers: Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract? This requirement currently has an incumbent performing, Hamilton Alliance. The contract number is 36C25022P0651. Are the compactors government owned or contractor provided? The only compactor that is government owned is the DAYTON Building 330 compactor per the PWS: Building No. 330: Government-owned (36) cubic yard self-contained compactor. Containers shall be emptied two (2) times a week on Tuesdays and Fridays. How many hauls are expected for CLIN 002AB and 002AC? It is listed to be priced per month, but it might make sense to change it per haul? These 2 containers must be always kept onsite and be picked up on-call. Therefore, the government feels that it needs to pay a monthly rental fee for these containers. Is it permissible to submit a proposal for select sites only, or is the vendor required to provide coverage for all sites and services under this solicitation? The submitted quotes shall be for the entire requirement i.e., All Sites. Vendors who do not provide details for all sites will not be considered. Given the limitations on subcontracting for this project, could you please clarify how a subcontractor s small business status is determined, particularly in cases where subcontractors are not registered in SAM and only prime contractors maintain SAM registration? Limitations on Subcontracting stipulate that the PRIME contractor (awardee) cannot spend more than 50% of the total contract value to a non-similarly situated entity. Which means that if a small business subcontracted to a vendor who is a large business based upon size standard of $47.0 Million they cannot subcontract more than 50% of the requirement to that vendor. If the vendor is not registered in SAM. If the SUB is not registered in SAM it is up to the PRIME to ensure that the SUB is considered similarly situated and the SUBs apparent size. Appendix A is referenced in the solicitation; however, it does not appear to be included. Could you please advise where Appendix A can be accessed or provide a copy? Appendix A as stated in the PWS was keyed in as Addendum A All references to Appendix A should reference back to the ADDENDUM A: SCHEDULES, TONNAGE ESTIMATES, AND CONTAINER FEES section of the document. Is the contractor required to perform the recycling of waste directly, or is the contractor s responsibility limited to collecting and transporting recyclable materials to an authorized recycling facility? The awarded vendor is responsible for completion of the requirement. If the awarded vendor utilizes a subcontractor for the disposal services only of any of the streams in this requirement the disposal costs will be counted against Limitations on Subcontracting. All disposals must be done in accordance with all Federal, State, Local regulations. Could you please advise on the incumbent for the above solicitation and their awarded contract number? Please see answer to question 1 above. Can VISN 10 provide historical data or estimated monthly volumes (trash and recycling) for each facility (Dayton, Chillicothe, Columbus, and Cincinnati)? The estimated yearly volume for each facility is listed in the solicitation Price-Cost_Schedule. X0001, X0005, X0009, X0013 are the estimated tonnages of solid waste and recycling for each facility. (X in the numbers above means the year. 0 (0001) = Base, 1 (1001) = OY1 etc.) Are there any regulated, medical, or special waste streams excluded from this scope that contractors should be aware of? The scope of this requirement is for solid waste and recycling streams. All regulated, medical, hazardous, or pharmaceutical waste streams shall not be included in this requirement.
