Description

This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Small Businesses interested and capable of providing the services described below. The priority is to find two or more Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB). Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number and (h) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. CONTRACT REQUIREMENTS Supplemental Security for San Diego VA Healthcare System (SDVAHS) 1.0 INTRODUCTION VASDHS requires contract security guard services to supplement VA Police at the Jennifer Moreno VA Medical Center in La Jolla and Community Based Outpatient Clinic (CBOC) locations throughout San Diego County from September 1, 2026, through August 31, 2027, plus three options years. 2.0 BACKGROUND On-site security service is needed to cover off-site CBOC hours of operation and supplement VA Police at the main VA Medical Center for various law enforcement related duties and enforcement actions. 3.0 SCOPE The scope of this contract is for the contractor to furnish all labor, transportation, equipment, and supplies, except as specified herein as Government-furnished, to provide on-site security services to the VASDHS Jennifer Moreno VA Medical Center in San Diego and outlying VA CBOC locations throughout San Diego County. Security guard services shall not be subcontracted and any and all security guard personnel under this contract shall be directly employed by the prime contractor to whom the government s contract is awarded. This shall ensure the government s direct unimpeded and consistently regular communication and coordination directly with leadership and/or supervisory personnel who have direct and constant oversight of the security guard personnel directly performing the work in the field and location(s) within VASDHS. On-site security shall be provided un-interrupted for the entire duration of the stipulated locations contractual hours as outlined in the associated security schedule, which may need to include lunch breaks. A lapse of coverage, or absence of security guard personnel at a contractual location or site, shall not occur should a guard be on a lunch or otherwise scheduled break. In other words, if an additional security guard relief is unable to be afforded to cover the temporary absence then the primary onsite posted security guard shall not abandon the post or depart the premises of the site until properly relieved. Parking for contractor employees may not be physically located at the exact site or location for which the work is to be performed. Available parking areas for the facilities or clinics specified in the contract may vary as available on-site parking may be restricted by seniority, reduced overall due to construction or employees and contractors may not be afforded parking on-site in La Jolla, period, during various major construction projects. Parking areas available to contractor employees may include off-site parking locations, from which transportation may be afforded, with specific locations of the off-site locations provided by the contracting officer (CO) or contracting officer s representative (COR). Under this contract an incoming contractor shall offer employment to qualified employees of the predecessor contractor, also informally known as Right of First Refusal. The hiring and ensured retention of a predecessor contractor s employees shall ensure archival knowledge and training are retained and continuity of operations for any transition remain unimpeded with security guard personnel already performing the work at specific VASDHS sites for which they are trained remaining.
