Project Title: Replacement of Emergency Services Facility Roof Client: Richland County Joint Ambulance Committee Proposal Deadline: 5:00 PM – September 19, 2025 Expected Project Completion: Spring 2026 Overview: Richland County, Wisconsin, is soliciting proposals from qualified contractors for the replacement of aging roofing systems on the Emergency Services Facility. The facility's existing roof is over 20 years old and in need of replacement to ensure long-term durability and weather resistance. The project includes the removal and replacement of existing materials on two sections of the facility (excluding the garage roof completed in 2022). In addition to the base bid, an alternative bid is required for the design and construction of a gabled (peaked) roof system. Scope of Work – Base Bid: Contractors are expected to: Remove existing EPDM membrane and metal flashing. Install insulation to improve drainage slope. Install a new 60 mil EPDM membrane system. Replace metal flashing as needed. Provide thorough site cleanup and debris disposal. Warranty Requirements: Minimum 20-year manufacturer’s warranty for the roofing membrane. Minimum 5-year contractor workmanship warranty , covering leaks, flashing defects, and full repairs at no cost to the County. Include a documented process for warranty claim reporting and resolution. Alternative Bid Requirement: Contractors must also submit an alternative proposal that includes: Engineering and construction of a gabled roof design. All materials, structural changes, drainage improvements, and required permits. Integration of the new design with existing facility components.
