Description

The purpose of this Request for Proposals (“RFP”) 160339, issued by Virginia Department of Transportation (“VDOT”), is to solicit proposals to provide Systems Integration for the Over Height Vehicle Detection System Plus (OHVDS+) for the following:1. The system design, documentation, procurement, installation, integration, testing, start-up, and training of an OHVDS+ that meets VDOT’s business, operational, and system requirements.2. The subsequent first year Maintenance and Operations of the OHVDS+, with the option to renew for up to two additional consecutive years.For the purposes of this RFP, the following definitions shall apply:“Supplier” or “Offeror” means any entity that submits a proposal in response to this RFP. For the purposes of this RFP, “Supplier” is also known as “Systems Integrator” and is the entity that serves as the lead contractor responsible for the design, procurement, integration, testing, startup, and training of the Over Height Vehicle Detection System Plus (OHVDS+), ensuring that all components function as a cohesive system and meet the performance requirements outlined in the Contract. “Supplier” or “Systems Integrator” shall not be construed to mean an entity that provides standalone or off-the-shelf hardware or software products or a subcontractor or vendor that provides individual components.VDOT’s expectation is that this RFP will result in the establishment of a contract that will provide the means to satisfy the majority of the Commonwealth’s immediate and future Over Height Vehicle Detection (along I-64 westbound on approach to Hampton Roads Bridge Tunnel) needs.Alliances among Suppliers are acceptable to meet the requirements of this procurement; however, VDOT is interested in simplifying processes by having a single point of interface wherever possible. The Commonwealth encourages all Suppliers to bring innovative ideas and/or solutions to government—ideas that result in cost and operational efficiencies or improvements while enhancing the services that governments provide its citizens.
