The County of Carroll, Virginia (âCountyâ), pursuant to the Virginia Public Procurement Act (Code of Virginia § 2.2-4300 et seq.), the Carroll County Solid Waste Disposal Ordinance, and other applicable state and local laws, is soliciting competitive sealed proposals from qualified firms to provide exclusive countywide solid waste collection and disposal services.The intent of this RFP is to award a single exclusive permit/franchise to one responsible and responsive offeror determined to be in the best interest of the County, considering both price and non-price factors as permitted under the VPPA.
