In September 2025, the City of Richmond (âCityâ) issued a Request for Qualifications (âRFQâ) for the Canoe Run Park Storage Tank Project (âProjectâ). As required by City Code section 21-44, Richmond City Council adopted Resolution No. 2025-R031 providing approval for the use of a design-build contract for this Project. As part of a two-step procurement process, this Request for Proposals (RFP) is issued pursuant to Richmond City Code section 21-44 and Department of Procurement Services Policy No. 50 to those entities that submitted Statements of Qualifications (SOQs) in response to the RFQ and are invited to submit proposals in response to this RFP (âShortlisted Offerorâ).Specifications and bid submittal are via the online posting at:https://procurement.opengov.com/portal/rva/projects/233626
