Description
The City of San Antonio(City), Capital Delivery Department (CDD), is issuing a Request forQualifications (RFQ) seeking Statement of Qualifications (SOQ) from qualifiedfirms (Respondents) to provide on-call or as-needed professional environmentalconsulting services (Contract) for various City projects in various locations.Typical work to be performed under this Contract will consist of performance ofenvironmental risk assessments, subsurface investigations, monitoring well andsoil boring installation, monitoring well plugging, Brownfield assessments,Municipal Setting Designation assessments and reviews, Leaking PetroleumStorage Tank assessments and closure reports, spill prevention control andcountermeasure plans, site remediation, remediation and construction oversight,third-party documentation reviews, and preparation of regulatory documentation,as may be required to support City design and construction projects, propertyacquisitions or any other City projects. All Respondentsresponding must be qualified and have licensed, trained, and personnelcertified, in accordance with Federal, State, and local regulations, to providethe various environmental consulting services proposed. Selected firm(s)(Consultant(s)) must be able to respond in a timely manner to requests fromCity staff and may have to investigate conditions, attend meetings, or performother tasks in the San Antonio area. ASpecialty Consultant will also be selected as part of this solicitation. TheSpecialty Consultant will be asked to act as a third-party reviewer ofenvironmental documentation and Staff Augmentation when needed. For purposes ofsatisfying requirements of the Texas Professional Services Procurement Act(hereafter referred to as “the Act.”), this RFQ is designed to anticipateresponses from professional Consultants who may be Geologists, Geoscientists,Environmental Scientists, Engineers or others who may be covered by theAct. Where environmental professionalsare concerned, City’s review of qualifications shall consider the highestcompetency as the primary criterion. Minimally, Cityrequires the services of a Consultant that employs professionals withsufficient credentials to perform environmental consulting services. Such Consultants shall employ positions suchas: Corrective Action Project Manager, Registered Environmental Manager,Professional Geologist/Geoscientist, Professional Engineer, etc. The Consultants mustprovide environmental professional consulting services on an as-needed basisfor time sensitive situations in connection with this Contract for a three-yearinitial term with an option to extend two (2), one-year renewal periods not toexceed amount of $7,5000,000.00, for all contracts to include initial term andextensions. The City anticipates awarding multiple contracts as a result ofthis RFQ. The enabling City Ordinance shall identify the total amount of moneythat may be expended under the contract(s) anticipated to be awarded inconnection with this RFQ. City neitherguarantees that the entire contract capacity amount will be spent under theStandby Agreement(s) nor that any minimum amount of work shall be authorized.
