Description
The National Wind Institute (“NWI”) has been contracted by the State of Texas legislature via SB5 (2025) to implement a weather forecasting and monitoring (“System”) to serve the Texas Hill Country region. As part of this System, and on behalf of NWI, Texas Tech University (“TTU”) will contract the procurement, installation, and maintenance of three (3) weather radars to provide enhanced weather and flood detection capability across the region. NWI will coordinate the installation, maintenance, and oversight of the System. These radar Systems will provide data to TTU, which will subsequently disseminate the information to operational forecasters and decision makers in the form of direct data feeds and generated products.

FAQ
How do I use the Market Snapshot?
It summarizes awarded-contract behavior for the opportunity’s NAICS and sector, including a recent pricing band (P10–P90), momentum, and composition. Use it as context, not a guarantee.
Is the data live?
The signal updates as new awarded notices enter the system. Always validate the official award and solicitation details on SAM.gov.
What do P10 and P90 mean?
P10 is the 10th percentile award size and P90 is the 90th percentile. Together they describe the typical spread of award values.
