Page 1 of 10 ITB 32801 -13754 LAKE RENOVATION AND REMEDIATION SERVICES ; TWRA SPECIFICATIONS A. SCOPE The Tennessee Wildlife Resources Agency (TWRA) plans to renovate two lakes: Woodhaven Lake (Montgomery Bell State Park) and Travis McNatt Lake (Big Hill Pond State Park). The renovation shall include estimating the remaining water volume following lake drawdown; eliminating existing fish populations using approved piscicides provided by the contractor; removing fish, if necessary; monitoring lake refill and water quality; a pplying lime or fertilizer, as needed, to promote fish population health; and restocking forage and sport fish. The contractor shall provide all labor, materials, equipment, and services necessary to perform the work described in these specifications B. SITE VISIT 1. Site visits are mandatory for site assessment, lake volume estimation, and determination of fish disposal if needed for bidding purposes. 2. Contractor shall be at specified location and signed in 10 minutes before visit begins. 3. Page 2 of 10 C. CONTRACTOR QUALIFICATIONS 1. Shall have five (5) years of experience completing the types of work as specified. 2. The contractor shall have the following: a. On-staff Fisheries Biologist with a minimum B.S. degree in Fisheries Management, Fisheries Biology, Aquatic Biology, Environmental Science, or related field b. Additional employed field biologists c. A minimum of two experienced applicators that are certified to apply aquatic herbicides and piscicides in the state of Tennessee d. A minimum of 1 drone capable of spraying chemicals and meeting the standards below e. At least 7 years of experience and working knowledge of herbicide applications on reservoirs and small impoundments. f. Be able to provide proof that they have completed contracts that exceed a gross value of $100,000 with major companies/agencies, such as TVA or public utility companies. 3. Shall have all required certifications, licenses, and insurances required for the aerial application of pesticides including but not limited to FAA Remote Pilot Certificate (Part 107), FAA Part 137 Certification, Drone Registration, Commercial Pesticide Ap plicator Certification, Aerial Applicator License, Aquatic Applicator License, Commercial Operation License and provide them upon request. Phase 8A - October 2027 to November 2027 – Stocking of forage fish (Woodhaven) 13. Phase 8B - October 2027 to November 2027 – Stocking of forage fish (Travis McNatt) F. TREATMENT OF LAKE AND REMOVAL OF FISH 1. The piscicide listed below is what TWRA requires to be used. However, TWRA reserves the right to update the piscicides list if unknown circumstances appears or if vendor recommends a better piscicides to apply and TWRA agrees. a. Vendor will provide the piscicide in volume necessary for recommended treatment to renovate the remaining volumes of water in each lake. b. Follow all directions and guidelines related to the handling of the chemicals. c. Rotenone applied at a minimum 1 gallon of 5% Rotenone per acre foot of water to achieve concentrations of 2.0 to 4.0 mg/L 2. Each lake has been drained, but water levels will vary depending on recent precipitation and individual pond contours and bottom composition. Vendor will need to estimate remaining volume to be treated. 3. Contractor shall be able to use boats, drones, or possibly ATV/UTVs. 4. The total acreage shall depend on recent precipitation and effectiveness of available water control structures. 5. Contractor shall measure volume of water remaining to accurately determine appropriate treatment rates of Rotenone. Page 5 of 10 6. Contractor should provide the bid amount in cost of treatment per acre and provide the estimated number of acres to be treated. 7. Post treatment, disposal of fish shall be coordinated with TWRA and Montgomery Bell State Park designated contacts. G. DRONE REQUIREMENTS 1. Due to site conditions and accessibility to all water sources, the utilization of a drone may be required to successfully eliminate the current fish populations in remote areas of spring upwellings. 2. All Drones shall be certified on the Blue List produced by the United States Department of Defense and/or National Defense Authorization Act (NDAA) compliant. 3. The Contractor shall not utilize any drone that is manufactured or whose components are manufactured in any country designated by the United States’ Department of Commerce as a Foreign Adversary. H. TREATMENT APPROACH 1. Rotenone treatment should follow guidelines from the American Fisheries Society publication Planning and Standard Operating Procedures for the Use of Rotenone in Fish Management. 2. LAKE REFILL AND WATER QUALITY MANAGEMENT 1. Upon refill of lakes, water testing shall be completed one -time before liquid liming. Results shall be communicated to TWRA contact for approval prior to any treatment of lake. Page 6 of 10 2. Liquid lime shall be applied one time at an agreed application rate based on testing results. 3. Contractor shall complete a one -time test after liquid lime application. Results shall be communicated to the TWRA contact. 4. Ensure proper pH and alkaline levels to support a healthy pond ecosystem. 5. pH level goals should be between 6.5 and 8.0 ppm. 6. Alkalinity goals should be greater than 40 ppm. 7. Provide report of post treatment water quality parameters to project managers with any recommended further action to provide optimal water quality prior to stocking of fish species. Report shall contain pH levels, alkalinity, phosphorus, and nitrogen meas urements. J. FORAGE FISH STOCKING 1. Total number of fish requested by species for all lakes for period of the contract. Totals below represent two years of stocking of forage species. a. 110,000 Threadfin Shad (TFS) b. 418,000 Bluegill (BG) c. 418,000 Golden Shiner (GS) d. 418,000 Coppernose Bluegill (CNB) e. 167,200 Redear Sunfish (RES) 2. These fish species are commonly sold by the pound. At the sizes requested within the contract, the following is the estimated number of fish per pound that are normally expected. a. Threadfin Shad (TFS) 3 -5 inches in length = ~140/lb. (acceptable range from 170/lb. – 120/lb. based on size distribution). b. Coppernose Bluegill (CNB) 3.5 -4.5 inches in length = 30/lb. (acceptable range from 38/lb. – 17/lb. based on size distribution). c. Bluegill (BG) 2.5 -3.5 inches in length = 55/lb. (acceptable range from 107/lb. – 38/lb. based on size distribution). Page 7 of 10 d. Bluegill (BG) 3.5 -4.5 inches in length = 30/lb. (acceptable range from 38/lb. – 17/lb. based on size distribution). e. Redear Sunfish (RES) 2.5 -3.5 inches in length = 55/lb. (acceptable range from 107/lb. – 38/lb. based on size distribution). f. Golden Shiner (GS) 3 -5 inches in length = 50/lb. (acceptable range from 80/lb. – 20/lb. based on size distribution). 3. Bids shall be submitted for the cost of each line based on delivery costs and the numbers of fish requested. 4. Stocking Locations and Quantities of Fish a. SPORT FISH (BASS AND CATFISH STOCKING 1. Total number of fish requested by species for all lakes for period of the contract. Totals below represent one year of stocking of forage species. a. 1,760 All-female F1 Largemouth Bass b. 6,600 All-female Florida Largemouth Bass c. 2,530 Channel Catfish 2. Bids shall be submitted for the cost of each line based on delivery costs and the numbers of fish requested. 3. Testing and documentation will be required to verify that 100% all female only Florida Largemouth Bass (FLMB) or F1 Largemouth Bass are to be stocked. FLMB and F1 Largemouth Bass at least 8 - inches in size will be stocked between April - June 2027 after fora ge species have been stocked. Channel catfish shall have an average weight of three -quarter (0.75) to one and a half (1.5) pounds each, with the maximum acceptable variance outside this weight range being no more than ten (10) percent . 4. Stocking of sport fish shall be after the Spring Stocking 2027 forage fish has been delivered. 5. Stocking Locations and Quantities of Fish g. Woodhaven Lake: (GPS: 35.727427, -88.290967) – Total of two thousand six hundred forty (2,640) fish Sport Fish, Spring Stocking: 1,760 - All-female F1 Largemouth Bass greater than 8 -inches 880 - Channel Catfish h. Travis McNatt Lake: (GPS: 35.727427, -88.290967) – Total of eight thousand two hundred fifty (8,250) fish Sport Fish, Spring Stocking 6,600 all -female Florida Largemouth Bass greater than 8 -inches Page 9 of 10 1,650 Channel Catfish L. FORAGE AND SPORT FISH STOCKING GUIDELINES 1. Prior to off -loading/stocking, fish will be inspected by TWRA. TWRA will evaluate the quality, weight, and size of the fish being stocked. TWRA will measure how many fish is in a pound and use that to calculate how many fish is in the truck to ensure the r equested number of fish is provided. Moreover, the number of fish per pound cannot fall outside of the provided acceptable range for that species as the potential for too large or too small of fish could be in the lot. 2. At least fifty percent (50%), by weight, of the delivered forage fish shall be produced by the contracted vendor. 3. Testing and documentation will be required to verify that 100% female only Florida Bass and F1 hybrid Florida Bass are used for stocking (dependent on lake). 4. Non -Target species such as gizzard shad or ANS species shall not be included with the delivery of any of the requested species. If these species are found, the entire load shall be denied by TWRA, and the amount/poundage shall be replaced, or the Contracto r’s invoice shall be subject to reduction for amounts included in any invoice or payment that is denied by the State. 5. Fish shall be healthy and appear to be disease free. TWRA shall not pay for dead or diseased fish. For dead/diseased fish, the amount/poundage shall be replaced, or the Contractor’s invoice shall be subject to reduction for amounts included in any invoice or payment that is denied by the State. 6. Hauling tanks shall be adequate for the load/poundage and have oxygen and aerators (agitation) available for transport. 7. The Contractor shall be responsible for delivering and off -loading the live fish to the specified lakes with the appropriate nets, tubes/pipes, etc. 8. Prior to off -loading/stocking, fish will be inspected by TWRA. TWRA will evaluate the quality, weight or size of the fish being delivered and check for the presence of non -target or ANS/AIS fish species. 9. The Contractor shall be capable of delivering the requested number of fish after receiving a fifteen (15) day advance notice of the exact pounds/numbers, sizes needed to each lake. 10. Contractor shall ship the fish FOB Destination. Page 10 of 10 M. DELIVERY 1. Delivery dates and times shall be established by mutual agreement between the Contractor and TWRA Regional Personnel once a purchase order is issued to the Contractor. However, the delivery of fish shall be made before 5:00 PM CST for all lakes. 2. Weekend deliveries only upon TWRA agreement and with a fifteen (15) day advance notice. 3. Delivery shall not be made on weekends or legal holidays as declared by the Commissioner of the Tennessee Department of Human Resources (“DOHR”).
