Description

ITB # 32101 -13672 – Amendment # 1 Page 1 of 2
STATE OF TENNESSEE
DEPARTMENT OF GENERAL SERVICES
INVITATION TO BID # 32101-13762
AMENDMENT # 1
FOR GOODS OR SERVICES CAPTION
DATE: December 15 , 2025

ITB # 32101- 13762 IS AMENDED AS FOLLOWS:
1. State responses to questions and comments in the table below amend and clarify this ITB .

Any restatement of ITB text in the Question/Comment column shall NOT be construed as a change in
the actual wording of the ITB document.

QUESTION / COMMENT STATE RESPONSE
1. The SRS system
specified within the
solicitation documents
appears to have been
uniquely developed with
a specific vendor, which
may limit competition. Vendors could instead
provide the chassis
vehicle with the factory installed safety systems.
This approa ch would
offer a broader network of aftermarket support
and more readily
available replacement
parts, reducing downtime
and operational costs.
With this in mind, would
the Government permit
vendors to propose the
manufacturer -installed
safety system as an
alternative? The SRS system is designed to be utilized by any vendor. The State will
not accept any deviations from the specifications.
2. The solicitation documents outline a
specific vendor’s build
methodology, limiting
competition. Can
vendors propose alternate construction
methods that meet or
exceed the requirements
outlined in the
specifications? The State will not accept any
deviations from the specifications.

QUESTION / COMMENT STATE RESPONSE
3. Would you allow
milestone payments? We
can tie these milestones to clear events such as
the chassis order, where
there is a physical asset, or to deliverables that the
Government can review
and sign off on. The State will only pay for a finished
and delivered product. Per the Terms
& Conditions section 6.4., t he
Contractor shall invoice the State only
for goods delivered and accepted by
the State or services satisfactorily provided at the amounts stipulated in
this Contract. Contractor shall submit
invoices and necessary supporting
documentation to the State Ag ency
that requested goods or services no
later than thirty (30) days after goods
or services have been provided.

2. ITB Amendment Effective Date. The revisions set forth herein shall be effective upon release. All
other terms and conditions of this RFP not expressly amended herein shall remain in full force and
effect.

How do I use the Market Snapshot?

It summarizes awarded-contract behavior for the opportunity’s NAICS and sector, including a recent pricing band (P10–P90), momentum, and composition. Use it as context, not a guarantee.

Is the data live?

The signal updates as new awarded notices enter the system. Always validate the official award and solicitation details on SAM.gov.

What do P10 and P90 mean?

P10 is the 10th percentile award size and P90 is the 90th percentile. Together they describe the typical spread of award values.
