Description
The Puerto Rico Public Housing Administration (PRPHA) is requesting proposals from individual or legal entities with experience in providing innovative quality programs and services for public residents located in several municipalities in Puerto Rico.
The PRPHA seeks to continue improving the quality of life and strengthening the social life of public housing residents. This will be accomplished through the development and implementation of multiple and diverse innovative resident services programs. The PRPHA's residents should benefit by having more access to programs promoting social skills, interest on education, emotional and social development, professional skills, empowerment, sustainability, and leadership.
This solicitation is open to: individuals, organizations (Profit and non-Profit), firms, with appropriate experience in prevention and educational programs. PRPHA strongly encourages Section 3 and women-owned businesses, socially and economically disadvantaged business enterprises, nonprofit institutions, faith-based organization and small businesses, to submit proposals; to participate as partners; or to participate in other business activity in response to this RFP. Government Agencies, including municipalities, and management agents of public housing projects cannot participate in this RFP process.

A Virtual Pre-submission Conference will be held on May 21, 2026 at 10:00 a.m. Although attendance is not mandatory, we strongly encourage Respondents to participate in the Conference. The Technical Proposal must be submitted in original, two (2) impress copies and six (6) digital copy (USB). In a separate envelope the Respondents must submit the Cost Proposal in original; one (1) impress copy and one (1) digital copy (USB). Proposals submitted after the date and time established will not be considered. No Proposal should be withdrawn, for a period of ninety (90) days after the date of receipt of Proposals, without the consent of PRPHA. PRPHA will not be liable for any claim, loss, damage or cost as a result of this Request for Proposals.
PRPHA, reserves the right to reject any or all proposals received and to waive any informality in the RFP process. This procurement is totally financed by federal funds and the services will be provided according to the availability of these funds.
