The purpose of this project is to develop a framework for advancing urban service alignment within Urban Growth Boundary (UGB) areas of Washington County. The work will start with the cities of Beaverton and Tigard but could be expanded to include other cities. The specific geographic areas are identified in Urban Planning Area Agreements (UPAAs), Urban Service Agreements (USAs), or both that are executed between the county, the cities, and special service districts. This framework should be equitable, politically feasible and fiscally responsible.
